Description
Purpose: The Army Contracting Command (ACC) New Jersey, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (JPMO-TAS) to identify capability currently to provide a Recoil Modification to support the M119A3 Howitzer. Description: This Sources Sought is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of JPMO-TAS. The M119A3 Recoil system has been redesigned to consist of a combination of existing legacy components, modified legacy components, newly manufactured components, and new commercial components. The redesign addresses reliability issues, long maintenance times, and manufacturing complexity. For the Recoil Modification effort, Legacy Recoil Assemblies would be provided by the Government to undergo modification by the contractor. Interested vendors must be capable of disassembly, inspection, reclamation, modification, manufacture, reassembly and testing the Recoil Assembly. Reclamation is the capability to restore legacy components to an acceptable condition so that they can be utilized in the modified Recoil assembly. Reclamation may also include the capability of a vendor to identify components as beyond repair and to propose the utilization of new components. The intent of this Sources Sought is to identify vendors that are capable of executing the Recoil System Modification. The Technical Documentation for this procurement will be Distribution C, and Offerors will be required to fill out DD Form 2345 prior to receipt of technical data related to this sources sought. Offerors must contact the contract specialist identified below to receive copies of a Draft Performance Work Statement (PWS) and Draft Modification Instructions (and any ancillary documents required) that further describe the Recoil Modification process. Vendors are requested to respond with the following: 1.Capability Statement identifying vendors interest and ability to conduct the modification and tasks identified in the PWS 2.Completed DD Forms 2345, 1350 and Non-Disclosure Agreement for release of Draft PWS and Modification Instructions 3.Rough Order of Magnitude Schedule to Qualify/First Article the Modification and for Follow on Deliveries, based on 502 systems, with a production/modification rate of 26 per month Submissions of capability statements that are not fully compliant with all requirements are also encouraged so that JPMO-TAS may assess the capabilities of all currently available technologies. The Government recognizes that proprietary and/or classified data may be a part of this effort. If so, clearly mark such restricted/proprietary and classified data and present them as an addendum to the nonrestricted/non-proprietary and unclassified information. As a result of this Sources Sought, a Request For Proposal (RFP) may be issued to procure the Recoil Modification. A full technical data package will be released if and when there is follow on procurement activity. The M119 Recoil Modification is contemplated as a quote mark Make or Buy quote mark effort pursuant to Army Regulation 700-90 and a determination could be made to quote mark make quote mark the Recoil Modification with resources internal to the Government.
