- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.603, as supplemented with the format included in this notice and following the Simplified Acquisition Procedures of FAR part 13.5. This announcement constitutes the only solicitation; quotes are being requested and an official written solicitation will not be issued. The US Department of State is issuing this solicitation as a Request for Quote (RFQ) for 220V residential appliances, on behalf of the European Logistics Support Office (ELSO) Expedited Logistics Program (ELP). This is an unrestricted requirement. The intended NAICS code is 443141 with the Size Standard of $11M and the Product Service Code is: 7290 or 7320. However, offerors may propose a different code they believe may apply, which will be taken into consideration by the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-79. SPECIAL QUOTE INSTRUCTIONS: 52.212-01 Instructions to Offerors - Commercial Items, 52.212-02 Evaluation - Commercial Items, 52.212-03 Offeror Representations & Certifications - Commercial Items, 52.212-4 Contract Terms & Conditions - Commercial Items, 52.212-5 Contract Terms & Conditions Required to Implement Statutes or Executive Orders - Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.203-6, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-18, 52.225-13, 52.232-33. Please note that offerors MUST be certified in the System for Award Management (SAM) at http://www.sam.gov. The resultant purchase order will be a Firm-Fixed-Price type. Period of Performance is one Base Period for delivery. See DELIVERY REQUIREMENTS for further details. Offerors shall quote their proposed brand, model, technical specifications and price for the following Contract Line Item Numbers (CLINs). For all CLINs, only supplies sourced in North America or applicable TAA origins per FAR 25.401 are acceptable. Failure to proactively state the country of origin for each CLIN may result in a "Non Responsive" bid and removal from award consideration. ALL EQUIPMENT MUST BE manufactured for international 220V, European (schuko) plug, safety-tested and certified by an internationally-recognized testing association, and covered by a warranty for use outside of the USA. Installed transformers, or conversion adapters are NOT acceptable. See instructions below requiring all submission requirements. CLIN 001: 220V REFRIGERATORS QTY: FOUR CONTAINERS (approximately 42 per container) Technical Specifications: At minimum, model must be 480-580 gross liter capacity (combined refrigerator/freezer capacity), at least 350 gross liters refrigerator capacity & at least 130 gross liters freezer capacity, white, refrigerator must have interior light and at least 3 adjustable shelves / two adjustable humidity crisper drawers, freezer must have at least one shelf (or drawer, if offering a model with bottom-freezer), Energy Star / A power class, or equivalent. CLIN 002: 220V Washing Machines QTY: TWO CONTAINERS (approximately 102 per container) Technical Specifications: At a minimum, model must have at least 3.2 cu ft (24 lb) capacity, top loading, minimum 4 wash temperatures & 4 water levels, minimum 15 wash cycles (when combined with temperature or spin options), ability to limit speed between 600 & 650 RPM maximum speed. CLIN 003: 220V Stackable Washer / Dryer Kits QTY: 30 Units (one unit is washer, dryer, and stacking kit) Technical Specifications: Stackable Washers must, at a minimum, have at least 6kg / 47L capacity/drum volume, front loading, minimum 20 program combinations (when combined with temperature or spin options), ability to limit to 1200 RPM Top Spin, unbalance control system, automatic water adjustment/auto half-load adjustment, high and low voltage protection. Energy Star / A power class, or equivalent). Stackable Dryers, must, at a minimum, have at least 6kg capacity, front loading, rear extendable vent hose, timer, minimum 2 temperature settings, anti-crease setting, auto-reversing function. 'C' or better Energy Class. A stacking kit must be included. CLIN 004: Freight to ELSO. DOS intends to award Full Container Loads (FCL). There are two options for delivery. For origin within the USA, FCL freight entails the Government pre-positioning government owned/leased sea containers at a contractor designated point for contractor's loading. The Government will then independently manage/purchase onward transportation of the loaded container. Contractor must propose costs for receipt and loading of the containers. Loading must be complete within 30 days maximum. For delivery originating outside of the USA, contractor must propose costs for delivery FOB Destination Antwerp, Belgium. Containers must be received at ELSO within 60 days maximum. This line does NOT need to be a priced item if Offeror has built freight pricing into their offer above, but Offerors must clearly state in this CLIN which shipping option they propose. DEIVERY REQUIREMENTS: This solicitation provides two options for delivery, with set requirements to be evaluated on equal footing. Maximum required delivery time is 60 days ARO to ELSO's warehouse in Antwerp, Belgium. Alternately, delivery may be quoted FCL with coordination with the Despatch Agency - NY (Iselin, NJ), but with a *maximum* delivery time of 30 days for the containers to be loaded and ready for onward forwarding. The difference of 30 days will account for the Despatch Agency's onward forwarding to ELSO. Offerors shall make clear their proposed delivery in their uploaded technical information. Offerors are encouraged to quote a shorter delivery time, but any delivery in excess of the maximum date for the delivery chosen will be considered unacceptable and removed from award consideration PACKING REQUIREMENTS: Supplies shall be packed for shipment in a manner that will ensure acceptance by common carriers and safe delivery at any ultimate destination abroad, to include multiple handling points at Government warehouses and by multiple carriers INSTRUCTIONS TO OFFERORS: Offerors must submit their quotes in two separate attachments: (1) the technical quote: including existing product literature in English, detailing how the product complies with each stated minimum specification, country of origin, warranty information regarding extent of coverage and limitations, delivery information (including origin and FOB delivery method proposed), three recent and relevant past performance references (relevant to the scope of this requirement and within the past two years; to include Contract Number, Scope, Customer Name, POC Reference Name and Reference email address), and other requirements mentioned in this synopsis; and (2) firm-fixed price quote, including DUNS number, and business point of contact, via email to Lauren Kunze at kunzelc@state.gov. Each of the two quotes must be a separate, distinct, and total attachment (total attachments per offer shall only be two). EVALUATION CRITERIA & BASIS FOR AWARD: Award will be made to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government on the basis of price, technical capability, delivery, and past performance. Technical capability, Delivery and Past Performance, when combined, are equal to price.
