- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This is a market survey for planning purposes only and no award will be made as a result of this Request For Information (RFI) to identify interested sources. Funding is not available at this time. Submitting your company information does not bind the Federal Trade Commission for any future solicitations or contracts resulting from this RFI. The Federal Trade Commission requests capability statements from companies for the purpose of identifying potential sources for a non-personal services contract to provide Off-Base Record Storage Service. All of the following capabilities are required: 1. The Federal Trade Commission (FTC) requires the services of a contractor to provide records storage facility(ies) within 100 miles of the FTC's Headquarters and Constitution Center facilities with sufficient capacity to accommodate the entire body of records regardless of format or container. 2. The Contractor shall provide records storage facility(ies) for over 42,000 cubic feet of records currently stored in NARA compliant facility(ies). 3. The Contractor shall provide and keep on file a NARA Certified and Code of Federal Regulations (CFR) Compliant (36 CFR 1234) certification for its storage location(s). 4. The FTC will make pick-up, withdrawal, delivery, hold, transfer and destruction requests through a contractor-supplied, web-based inventory/slotting system that outlines all locations of FTC materials and that is remotely accessible. Alternatively, FTC may make requests by phone. The remotely accessible web-based system must be available to FTC authorized personnel to access their entire inventory on a 24-hour, 7-day a week basis. The web-based inventory/slotting system must permit FTC authorized personnel to run queries, view various reports, make comprehensive searches across multiple accounts, make requests, etc. In order for this system to be accurate and up-to-date, Contractor must acknowledge receipt within 24 hours. From the date of receipt, the Contractor must index, process, and re-file records, within five working days. The Contractor shall ensure that the web-based inventory/slotting system is capable of generating reports, summaries and other data compilation for: total quantity of containers, total cubic feet, container types, container location, as well as by other data elements common to the records storage industry and accept up to 3 FTC generated specific data fields. 5. The Contractor's computerized systems must be able to communicate with the Commission's electronic inventory system providing the following: A single view into the Commission's entire physical records inventory, both on-site and off-site, that enables the Commission to apply policies (e.g., litigation holds, disposition, etc.) to inventories. Search, request, delivery and pick-up capability for records in multiple locations. The findings from this Market Research effort may impact any future solicitations related to this requirement. This RFI for Sources Sought is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Responses to this Request for Information will not form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings or information not be used in response to this RFI.
