Description
The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the Cooperative Research Program of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS). The Northeast Fisheries Science Center (NEFSC) is seeking commercial fishing vessel partners to conduct the second year of sampling for a pilot bottom longline (fixed gear) survey in the western and central Gulf of Maine focused on areas of complex rocky habitat that are not easily sampled by mobile trawl gear. Additional sampling of a larger range of habitats in the Gulf of Maine, than readily sampled in current surveys, targeting major groundfish species and data poor species to support management efforts in New England. This survey provides important information for several species (Atlantic halibut, wolffish, thorny skate, cusk) that are not well sampled in bottom trawl surveys and/or are not caught or retained in substantive numbers by commercial or recreational fisheries. In addition, information from this survey will help inform the Endangered Species Act (ESA) listing decision for cusk. This work is designed to build upon previously funded and ongoing cooperative research sampling programs utilizing fixed longline gear that are more restricted in geographic scope. The vessels selected will sample approximately 45 stations in the Western and Central Gulf of Maine up to 20 days in both the Spring and Fall of 2015 for a total of up to 40 days of sampling. Up to six (6) additional optional days per season may be needed depending upon the steaming distance needed to cover all stations. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 541712 Research and Development in the Physical, Engineering, and Life Sciences. The small business size standard is 500 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Test Program For Certain Commercial Items. The Government anticipates awarding two (2) vessels contract awards to cover the widely dispersed stations as a result of the solicitation and will be made to the quoters whose quote meet all Statement of Work (SOW) and solicitation requirements and is judged to be the best value by an integrated assessment of price and other evaluation factors listed in the Request for Quotes (RFQ). The anticipated award date is April 2015. Hard copies of the RFQ will not be issued. The solicitation will be available electronically on or about February 11, 2015 via FedBizOpps at www.fedbizopps.gov. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the System for Award Management (SAM): www.sam.gov. No award shall be made unless the vendor is registered in SAM. Amendments to the solicitation will also be provided on the Internet using the same protocol listed above.
