Description
The Department of Veterans Affairs, VA Caribbean Healthcare System, currently leases a building space of 4,500 net usable square feet (NUSF) for the Community Based Outpatient Clinic (CBOC) and Vet Center at St. Croix, USVI. The lease will be expiring and the Government intends to continue occupancy in accordance with (IAW) authority outlined in GSAR 570.402 Succeeding Leases. The Government will consider an alternative space if economically advantageous. The Government will use the information received in response to this advertisement as a basis to develop a cost-benefit t analysis and determine whether compete the lease requirement or remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocation, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The offered space must be on one contiguous floor and provide 4,500 NUSF of space. The net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local codes. On-site parking for 18 designated spaces and 3 ADA compliant handicap designated spaces is required. The offered space requires a T-1 data line to establish connectivity with parent facility. A fully service lease for up to 10 years (5 year firm term) will be considered. Occupancy is required by January 15, 2016. Proposed property shall not be located within the 100-year flood plain. To be considered, the space must be located in an area bounded by the geographical shore of the island of St. Croix, USVI west of Route 85/62. To be included in the initial considerations, interested Offerors shall address all of the following when responding to this advertisement/announcement. Do not submit response in binder, spiral format, etc. Submit on plain bond paper only with no more than ten (10) pages: 1. Documentation evidencing that proposed property is outside the 100-year flood plain. 2. Proposed property address. Map showing property within the delineated area is a plus. 3. Name, phone number, and email address of property owner. Note, if responding and you are not the property owner, i.e. broker, provide written statement from property owner (owner letterhead) authorizing you to represent the owner. 4. Documentation delineating the cost advantages to the Government for relocating to proposed space. 5. Documentation delineating Offerors ability to meet all the Governments requirements identified in this advertisement/announcement. 6. Amount of space offered. Note: the minimum acceptable space is 4,500 NUSF and the maximum acceptable is 4,500 NUSF. 7. Cost: i.e. the dollar amount per NUSF. Breakdown the base rent cost figure and operating cost figure per NUSF, the sum of both figures equals the total NUSF cost. 8. Number of on-site parking spaces. Note: the above figures are minimums, there is no maximum. 9. Date space is available. 10. Other pertinent information. Interested Offerors (owners or their legal representatives, i.e. brokers) shall submit specific information as outlined above concerning their properties to the attention of Ms. Denise M. This advertisement is not a solicitation for offer, nor is it a request for a lease proposal. A solicitation for a lease proposal may be issued by the Department of Veterans Affairs at a later date. Only the information listed above should be provided in response to this announcement. Note: The Government is limited by law (41 C.F.R. § 102-73.55) to pay no more than the appraised fair market rental value for a lease space.
