Description
SOURCES SOUGHT: This is not a Request for Quote or Proposal. No reimbursement will be made for any costs associated with providing information in response to this announcement. The applicable North Atlantic Industry Classification Code (NAICS) for this requirement is 624190, Other Individual and Family Services, and the small business size standard is $11M. The Mission and Installation Contracting Command (MICC) Fort Campbell is conducting a market survey to determine the capabilities of all businesses interested in providing family life skills education programs for military personnel and families, Department of Defense (DOD) civilians, retirees and family members, and reserve components located at Fort Campbell, Kentucky under a single award Firm Fixed Price (FFP) contract. Family Life Skills Education services require daily operation on Fort Campbell. Some of the services include but are not limited to: - INFORMATION AND REFERRAL SERVICES: The Contractor shall provide information and referral services on Fort Campbell, KY. The Contractor shall provide ACS information, follow up and referral with ongoing and specialized services for Soldiers and their Families in the Fort Campbell and surrounding communities. Focus shall be information and referral resources. Outreach and marketing services shall be conducted to implement successful programming. -FINANCIAL READINESS SERVICES/ CONSUMER AFFAIRS: The Contractor shall provide the ACS Financial Readiness Program (FRP) ongoing and specialized financial readiness services for Soldiers and their Families relocating to and from Fort Campbell, KY focusing on improving the Soldier's personal financial status and their abilities to perform as informed consumers. The primary goal of FRP is to teach Soldiers and their Families basic financial skills. Objectives are accomplished through consumer awareness education classes and workshops for Soldiers and Family members. - MOBILIZATION AND DEPLOYMENT SUPPORT SERVICES/ PROGRAM ASSISTANT: The Contractor shall provide deployment cycle support classes and trainings to Soldiers, Family members and Civilian employees, focusing on supporting deploying units by providing tailored deployment cycle support to help ensure the knowledge of resources available to maintain individual readiness during war and peace times at Fort Campbell, KY. -RELOCATION READINESS SERVICES: The Contractor shall provide ACS Relocation Program ongoing and specialized Relocation Readiness services for Soldiers and their Families relocating to and from Fort Campbell, KY focusing on adaptation to Kentucky/Tennessee area. Outreach and marketing services shall be conducted to implement successful programming. -FAMILY ADVOCACY PROGRAM / EDUCATION AND PREVENTION SUPPORT: The Contractor shall provide education and prevention support by offering a variety of post-wide general education and primary and secondary parenting prevention programs to promote awareness and understanding of the problems of parenting, the nature and purpose of the Family Advocacy Program (FAP), child neglect/abuse prevention, and the various approaches to parenting, prevention, and treatment of child abuse and neglect. Responses shall include the following: 1. Business Information: company name, address, point of contact, phone number, email address, D&B Duns Number, and business size and Small Business status under NAICS Code 624190 (i.e., small business, 8(a), woman-owned, service-disabled veteran-owned, HUBZone, large business, etc.). 2. Capability Information: Describe your overall capabilities, experience, and resources for performing a contract of this type. Describe your ability to manage a contract of similar size and scope. Documentation of technical expertise and capability MUST be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought inquiry articulate their capabilities clearly and adequately. 3. Proof of registration in System for Award Management (SAM). 4. Relevant past performance on same/similar work dating back to the last three years and the company's capability to do this type of work 5. Revenue for the last three years The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any, that may limit small businesses from participation. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Finally, please provide the specific aspects that unreasonably restrict competition and your rationale. Responses to this notice may contain company proprietary information and must be marked accordingly. The government shall not be liable for or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights). This is a market research tool being used to determine procurement strategy. If interested submit information no later than 1:00 PM Central Standard Time, 23 February 2015 via email to Regina J.
