Description
VA249-15-N-0290 Notice Type: Sources Sought Synopsis: The Department of Veterans Affairs MidSouth Healthcare Network VISN 9 currently occupies space in a building under lease in Memphis, TN that will expire. The Government requires clinical space yielding a minimum of 10,575 NUSF and a maximum of 10,575 NUSF. The lease term requirement is for 5 year firm, with one 5 year non-firm term to renew. The space must be available for occupancy by July 1, 2015. Space within or fronting on the following boundaries will be considered: North: Egypt Central Road South: Stage/James Road East: New Brownsville Road West: New Allen Road The lease may be for either an existing building space or new build-to-suit building. The space/building shall meet all current building, seismic, and ADA code requirements. The space must be on no more than one floor and will need to accommodate the following: The space is continuous on the same floor, accommodating 20 exam rooms, 20 offices, 1 waiting area with reception, 1 conference room, 1 break room, 7 bathrooms (all handicap accessible), 1 clean storage room, and 1 lab. Space provided shall be within an establishment capable of providing ancillary services such as laboratory, and pharmacy. A minimum of 70 parking spaces is required with 2 to 4 percent of those spaces closest to the building being designated for use by the physically handicapped. The space shall be located within 1/4 mile walking distance to public transportation, restaurants, shopping, and banks. Additional Requirements Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. Security requirements are Level 2. Offered space shall be in a modern quality building of sound and substantial construction and in good conditions acceptable to the Lease Contracting Officer; if not a new building, the space offered shall be in a building that has undergone, or will be completed by occupancy, modernization or adaptive reuses for the space with modern conveniences. The Department of Veterans Affairs is considering alternative space if economically advantageous; otherwise the Government intends to pursue a sole source lease. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Governments requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure. Expressions of interest must be submitted to the below address by 4:00pm CST on February 23, 2015, and must include the following: 1. Building name and address and location of the available space within the building. 2. Net usable square feet available and expected rental rate per rentable square foot, fully serviced, and the amount of tenant improvement allowance. 3. Net Usable Square Feet to be offered and expected rental rate per NUSF, fully serviced. 4. Date of space availability. 5. Building ownership information. 6. Amount of parking available on-site. Include whether expected rental rate includes the cost of the required Government parking. 7. Energy efficiency and renewable energy features existing within the building. 8. List of building services provided. The Governments decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
