- A. Sources Sought Notice: HHS-NIH-NHLBI-CSB-DE-2015-075-KEW B. Title: Procurement of Hydropac Master Pallets for expendable items to provide highly filtered water to the Veterinary Resource Core. C. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. D. Information: 1. Background The NHLBI is seeking businesses with the ability to provide the National Institutes of Health (NIH)/National Institute of Dental and Craniofacial Research (NIDCR)/Division of Intramural Research (DIR)/Office of the Director (OD)/Veterinary Resources Core (VRC) with the Hydropac® Alternative Watering System 10 AWS-2500 Master Carton with 72,000 valves and 36 rolls of pouch film, to the NIDCR. The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The NIDCR requests the provision and delivery of the Hydropac® Master Carton's, as specified, to the National Institute of Dental and Craniofacial Research (NIDCR), Veterinary Resource Core (VRC), vivarium to provide laboratory animals water via. The NIDCR currently owns a Hydropac® AWS-2500 Pouch Machine and needs the Hydropac® Master Carton for supplies to continue operations. 2. Purpose and Objectives The purpose of this acquisition is to provide the NIDCR VRC with the Hydropac® Alternative Watering System 10 to provide the 1,500 mice currently supported by the facility with highly filtered water. The objective of this acquisition is procuring two of the Hydropac® Alternative Watering System 10 allowing the VRC to continue to support the high quantity of mice in their facility. 3. Project Requirements The Contractor shall provide the following products: 1: The contractor shall provide the products below: a. Hydropac® Alternative Watering system 10 (quantity 2) i. The AWS-2500 Master Carton provides materials to produce 72,000 Hydropac TM Pouch and Sterile Disposable Valve TM assemblies, storing in <14.7 sq ft (<1.4 sq m). 2: The contractor shall follow the following procedures in relation to the delivery of the products: a. Vendor will notify customer via email or phone of expected delivery date b. Items will be delivered on pallet between the hours of 7 a.m. and 3:00 p.m. c. Items will be boxed and or shrink wrapped so that they are easily identified for individual use by case or roll or box d. Size of the supplies should not exceed the size of a regular pallet and stacked no higher than 7 ft. e. Vendor will supply a detailed list of line items provided. f. Vendor will bill shipping and handling separate with a detailed invoice 4. Anticipated Period of Performance March 16th, 2015 - March 15th, 2016 5. Capability Statement Business concerns that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer. The capabilities statement must specifically address each contractor requirement separately. The capability statement should include: a. Evidence of the ability to provide the following products a. Hydropac® Alternative Watering System 10 AWS-2500 Master Carton; 72,000 valves and 36 rolls of pouch film b. Understanding of the shipping procedures as stated above. c. The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the North American Industry Classification System (NAICS) code: 314999, All Other Miscellaneous Textile Production Mills, small business size 500 employees. d. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. 6. Other Important Considerations: None 7. Submission Instructions: a. Page limitations: The capability statement shall not exceed 10 single-sided pages (including all attachments, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. b. All proprietary information should be marked as such. Responses will be reviewed only by NIH personnel and will be held in a confidential manner. c. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Kyle Wisor, Contract Specialist, at kyle.wisor@nih.gov in either MS Word or Adobe Portable Document Format (PDF), by February 20th, 2015 9:00 AM, EASTERN TIME under Solicitation Number: HHS-NIH-NHLBI-CSB-DE-2015-075-KEW. FAXES ARE NOT ACCEPTED. d. All responses must be received by the specified due date and time in order to be considered. E. Conclusion: (1) Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. (2) Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
