- This is a notice of intent to proceed with a sole source requirement for life-cycle replacement of 12 each Multi-Function Stationary Infantry Targets (MF-SIT) and associated parts including pop-up arms with hit sensors, stacking cages with quick-release kits, stabilizer frames, a programmable hand-held controller, UID labels for a RZ14, and shipping to Fort Richardson, Alaska. Range Control at Fort Richardson, Alaska currently uses the Meggitt Training system for the digital ranges. The targeting system uses proprietary software to operate the targets. The MF-SIT replacement parts must interface with the current system. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Only one source is deemed reasonably available. This notice is being provided per FAR 5.101(a)(1), 5.201(b)(1)(i), and 5.207(c)(14). Market research has found no other vendor which can provide the product required. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Only email submissions will be accepted. Any interested vendor who believes they can meet this requirement should respond to this notice. The response should contain a brief description of the vendor's capability. Information received will be considered solely for determining whether to conduct a competitive procurement and for developing a market research portfolio for a future competitive procurement. The Government will consider all responses received by 5:00PM Eastern Standard Time, March 2, 2015.
