- PROJECT SPECIFICATIONS PROJECT DRAWINGS SOLICITATION INFORMATION Western Area Power Administration Upper Great Plains Region's Construction Office has a requirement for a contractor to provide foundations and anchor bolts for substation structures and electrical equpment and also demolition of existing foundations. The NAICS code that applies to this requirement is 238110 and the applicble size standard is $15 million. This requirement is 100% set-aside for small business.
