- This is a Notice of Proposed Contract Action under Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition (FAR 6.302-1). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210 with a small business size standard of $38.5M. AFRL requires 1 network license of Systems Tool Kit (STK) Pro, STK Communications Module, STK Coverage Module and Annual Support, used for planning, analysis, and design of complex aerospace systems; real-time space operations; and 3-D situational awareness and decision support. The Government intends to negotiate a sole source contract with Analytical Graphics Inc., (AGI) 220 Valley Creek Blvd., Exton PA 19341. The Government has determined that no other source can meet the requirements in that the named products can be embedded within existing AFRL software development efforts supplying computation components and situational awareness displays to operational systems. AGI's embedded technology System Tool Kit (STK) engine allows users to leverage our core technologies into existing or custom developed applications that can easily be deployed. These products will be used for managing and distributing mission models and analytical services over the Web or enterprise network to support desktop and browser applications by exposing REST API to any desired STK object. Further, AGI Viewer allows STK users to share STK scenarios and analysis to non-STK users. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 6 March2015. A Sole Source Justification document will be attached to the subsequent Notice of Award in accordance with applicable regulation.
