Description
statement of work sources sought revisions Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking information for potential small business sources to provide operational maintenance and technical engineering services in support of the Ohio Class Submarine Data Processing Subsystem (DPS) Program, Command and Control System (CCS), and Non-Propulsion Electronics System (NPES). Specific tasking includes maintenance, refurbishment, design, development, integration, future planning and engineering and prototyping of the Ohio Class Submarine Data Processing Subsystem TRIDENT Signal Data Converter (TSDC). NUWCDIVNPT's Code 252 is responsible for the direction, control, and decisions inherent in the planning, budgeting, design, development, acquisition, engineering, and implementation throughout the life cycle of the DPS, CCS, and NPES System Engineering as mandated by the Department of Defense (DOD). The DPS is a mission critical legacy subsystem that directly supports the United States national security and both the strategic deterrent mission of the OHIO Class SSBN submarines and the strike mission of the OHIO Class SSGN submarines. To achieve these goals, Code 252 must provide the unique resources and full-spectrum facilities to meet the specific needs of the fleet and to support the technologies for the current and future programs success and progress for the Navy. The Contractor shall provide technical services in support of Code 252. Project customers include the Naval Sea Systems Commands PMS392, PMS 397, IWS6, 07L, Strategic Systems Programs (SP24) and SPAWAR. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The NAICS for this requirement is 541330 with a size standard of $38.5M. This procurement is a follow-on to contract N66604-12-D-2130, which as awarded on a Sole Source Basis. The incumbent contractor is Systems Engineering Associates Corporation. All interested small businesses are encouraged to respond. The results of this Sources Sought will be used to determine if a Small Business Set-Aside opportunity exists. All Small Business Set-Aside categories will be considered. The total level of effort is approximately 71,605 man-hours with a five (5) year duration. The anticipated performance period will span five (5) years from the date of award; base and four (4) one-year options, if, and to the extent that all options are exercised. After review of the submitted Sources Sought, NUWCDIVNPT will release an Advanced Notice to Industry regarding the acquisition strategy/decision (i.e. UNRESTRICTED, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, or Service Disabled Veteran-Owned Business) prior to release of the final Request for Proposal (RFP). It is anticipated that the RFP will be posted in March 20, 2015 with contract award in early September 2015. The resulting Task Order will use Cost Plus Fixed Fee (CPFF) provisions. Place of Performance: These services shall be performed primarily on-site at NUWC Division Newport. It is requested that interested small businesses respond with a brief capabilities statement package (no more than 5 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the services listed in the attached SOW to Stephanie Smyth, Contracts Negotiator at stephanie.a.smyth@navy.mil, or (401) 832-6964, by 14:00 EDT on 2/23/2015. Questions or comments must be submitted to the FBO portal by 14:00 EDT 2/19/2015. Absolutely no requests for extensions will be honored. Late responses will not be considered. Also please see the attached Statement of Work detailing the work that will be required of this procurement.
