- Instructions DRAFT PWS This is a FedBizOpps (FBO) Request for Information (RFI) for a tentative requirement for a Quality Assurance review of post-award procurement files for the Bureau of Labor Statistics (BLS.) As part of its market research, BLS is issuing this RFI to determine if there exists an adequate number of qualified interested contractors capable of performing quality assurance audits as further described in the Draft Performance Work Statement (PWS). The Government may use the responses to this RFI for information and planning purposes. The Draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in a final PWS included in any Request for Proposals (RFP). The anticipated period of performance is May 2015-May 2016 with four additional option years. Actual period of performance may vary. All businesses may submit responses. This is a Request for Information using the following NAICS Code: 541611 This RFI is only for the purpose of identifying potential sources as part of BLS' market research. No RFP exists; therefore, do not request a copy of the RFP. Responses to this RFI are not quotes on which BLS can issue any contract(s). This RFI is issued for information and planning purposes only and does not itself constitute a RFP. The Government does not intend to award a contract(s) or BPA(s) based only on responses to this RFI. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. BLS will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFP, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. Please submit your Capability Statement according to the following guidelines: •No longer than 10 pages. •Include any relevant information on your company and brief descriptions of recent and relevant projects for tasks similar to those in the Draft PWS. •Your firm should be able to do the tasks as broadly described in the draft PWS. However if your firm is unable to meet all the tasks, please describe how you would address the remaining tasks either through subcontracts or new hires. In addition to your capability statement, please complete the survey questions that follow. These questions will be used to assist the government in further defining its requirement and making any small business set-aside determinations. What qualifications do your employees have to evaluate adherence to procurement regulations? 5.How would you recommend organizing and presenting this information, to be useful to the dual goals of providing feedback to individuals, as well as feedback on the organization as a whole to be used by management? 6.What would you recommend regarding the frequency and size of the reviews, balancing both adequate coverage and cost effectiveness? 7.What would you recommend as far as the best means of presenting deliverables?
