Description
This is a Sources Sought Notice ONLY. This notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the Interested party's expense. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFP, if any is issued. Fort Jackson Mission and Installation Contracting Command (MICC) is seeking businesses capable of providing laundry and dry cleaning services in support of Fort Jackson, SC. The information gathered as a result of this synopsis will be used to identify all industry capabilities and assist in determining how the procurement will be conducted. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. The anticipated procurement will be a firm fixed price (FFP) type quote mark C quote mark contract. HISTORY: The current contract was awarded to Crown Contract Services, LLC, DACA21-91-C-0045 as a Firm Fixed Price contract for twenty years on April 18, 1993. The contract was extended on a sole source basis and currently expires 31 March 2016. The current facility is operated under a Contractor Owned Contractor Operated (COCO) facility that is located on Fort Jackson. The follow-on contract will be executed through contracting with an off-post facility. DESCRIPTION OF REQUIREMENT: The Contractor shall comply with the requirements of AR 210-130, Laundry and Dry Cleaning Operations and must possess a Healthcare Laundry Accreditation Council (HLAC) certification. The Contractor will receive, account for, process, and return all organizational and individual articles tendered for laundry and dry cleaning. The Contractor will establish and maintain an automated system of records to accurately quantify all work performed and shall prepare all administrative correspondence and reports incidental to the work covered. Soldiers can turn in Payroll Deduction Bundles (PRD) up to 20 times in a complete 10 week cycle of Basic Combat Training (BCT) or twice weekly. Laundry bundles consist of 18 pieces per turn in for a 36 pieces per week to include laundry bag. The pick-up and delivery is normally between 50 and 60 locations on the installation only. See Attachment 1 for delivery schedule. Respondents must include the following information: 1. Name of firm with address, phone, email and point of contact 2. Business Size and qualifications for socio-economic categories under the NAICS Code of 812320 Dry-cleaning and Laundry Services (Except Coin-Operated). 3. Brief description of your company and its capability to fulfill this requirement and any relevant contracts within the past 36 months (commercial or government), contract numbers, contract dollar values, dates of performance, number and type of personnel involved, and the name of the government program manager. 4. Explain the approach to pick-up, complete and return all articles tendered for laundering or dry cleaning in accordance with the service response times of the Performance Work Statement (PWS). Capability and capacity to meet recruit laundering (personal clothing, combat uniform, sleeping bags, bed linen), medical linen laundering, dry cleaning of recruit dress uniforms, and ability to meet drop off and pick-up schedule must be addressed.
