- The purpose of this modification to the Presolicitation Notice is to respond to questions from prospective offerors. A. Responses to questions are below: Q1: Can a Contractor Performance Report be used in lieu of a CPARS-ACASS Evaluations or a Past Performance Questionnaire (PPQ), if a CPARS-ACASS Evaluation or PPQ have not been written on a project? A1: The contractor performance report submitted along with this question is a Past Performance Questionnaire. The Government will accept another agency's report provided the performance information stated mirror's the information requested on the Past Performance Questionnaire for this requirement. Q2: In regard to Criterion 1: Will a 100% design complete project that has not been bid be eligible for consideration within the five projects requested? A2: Yes. As stated in Criterion 1, "Offerors will be evaluated on specialized experience and technical competence in the performance of services similar to those anticipated under this contract with regard to: ? Experience with design of similar types of facilities; ? Experience with multi-phased hospital design and construction programs; ? Experience with construction and renovation phasing in hospitals and other VA facilities; ? Experience in providing post construction award services (shop drawing review, as-built drawing and Quality Assurance Plan (QAP) preparation, construction inspection services, and Operating and Maintenance Manuals)." Q3: In regard to Criterion 1: Will a study that does not have associated construction qualify for consideration within the five projects requested? A3: No. Q4: In regard to Criterion 4: The solicitation requests PPQs. Are ACASS ratings acceptable in lieu of PPQs? A4: As stated in criterion 4, "SUBMIT A COMPLETED CPARS/ACASS EVALUATION FOR EACH PROJECT UNDER CRITERION 1. IF THERE IS NOT A COMPLETED CPARS/ACASS EVALUATION, the Past Performance Questionnaire (PPQ) (Attachment (A)) included in this notice is provided for the offeror or its team members to submit to the client for each project the offeror includes under Criterion 1." Q5: In regard to Criterion 4: Our VA COR's are often very busy and we try to be respectful of asking their time on these requests. If we have past VA PPQ's that our VA CORs for our projects have filled out, can we submit those? A5: Yes. As stated in criterion 4, "the Past Performance Questionnaire (PPQ) (Attachment (A)) included in this notice is provided for the offeror or its team members to submit to the client for each project the offeror includes under Criterion 1." Criterion 1 states, " Provide up to five (5) projects completed or substantially completed within the past five (5) years." Q6: Will a JV between two SDVSOB firms that are individually verified with the VA CVE be required to have their JV verified through the VA's CVE? A6: Yes B. All other terms and conditions within the Presolicitation Notice remain unchanged. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (17-FEB-2015); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
