Description
INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA), on behalf of the National Institute of Aging (NIA), intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to the Johns Hopkins University, 3400 North Charles Street, W400, Baltimore, MD 21218 for continuation of work performed under the existing project entitled "Testing Pharmacological Intervention on Rhesus Monkeys for the National Institute on Aging (NIA)." NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541990, All Other Professional, Scientific and Technical Services, with a size standard of $15 million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular FAC 2005-78 December 26, 2014, and 79 December 15, 2014. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. DESCRIPTION OF REQUIREMENT The requirement is a continuation of work performed under existing contract entitled "Testing Pharmacological Intervention on Rhesus Monkeys for the National Institute on Aging (NIA)" awarded to the Johns Hopkins University. This contract has provided a resource of animals and cognitive data for potential parallel studies conducted by the Government dealing with the same subjects, and uses MRI to examine associated brain effects of the pharmacological treatment. An additional phase of research development is needed to complete the work accomplished under this contract. Background The National Institute on Aging (NIA), one of the 27 Institutes and Centers of NIH, leads a broad scientific effort to understand the nature of aging and to extend the healthy, active years of life. The Intramural Research Program (IRP) of the National Institute on Aging (NIA) provides a stimulating setting for a comprehensive effort to understand aging through multidisciplinary investigator initiated research. One of the IRP's program activities includes the Neurocognitive Aging Section (NAS). Age-related deficits in cognitive function compromise the quality of life and are among the most troubling consequences of growing older. A major line of research in the NAS is aimed at establishing a nonhuman primate model for defining the basis of normal cognitive aging, and for developing effective interventions. Purpose and Objectives The purpose of this requirement is to test in a nonhuman primate model whether pharmacological intervention aimed at reducing excessive neuronal activity, alone or in combination with an acetylcholinesterase inhibitor approved for use in the symptomatic treatment of AD, reverses cognitive impairment in older monkeys with memory deficits. The contractor will provide all necessary young and aged monkeys, support, behavioral testing equipment, and personnel. Period of Performance The period of performance is anticipated from April 1, 2015 through September 30, 2015, with the option to exercise an additional six month period of performance. Project Description The contractor will conduct the work utilizing an established colony of 12 rhesus macaques spanning a range of ages from young adults to aged subjects, 12 to over 21 years of age. All animals have previously received extensive background training on two computer automated tests of memory and executive function, i.e., a delayed matching to sample recognition memory task (DMTS), and a self-ordered spatial span (SOSS) test. These procedures measure cognitive capacities that are known to be both vulnerable to aging, and sensitive to a variety of pharmacological treatments. The contractor will be required to test the effects of systemic levetiracetam administration, alone or in combination with systemic donepezil treatment, on DMTS and SOSS performance in 12 young and aged rhesus monkeys (12 to 21 +years of age). CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of the responses to the sources sought notice, "Effects of levetiracetam, alone or in combination with donepezil, on memory in young and aged rhesus monkeys," published in the FedBizOpps on February 2, 2015 under solicitation # HHS-NIH-NIDA-SSSA-SS-2015-111. The Justification rationale is based on the fact the customer needs contractor support for an additional 6 months to complete the study initialized and developed under the current contract with the subject contractor, award #HHSN271201400072C. Due to the nature of the research conducted with live primates, no extended gaps in research services or continuity is permissible in provider so the integrity of research is not jeopardized. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include an adequate pricing mix, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received February 28, 2015 and must reference the solicitation number identified in this notice.
