No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. There will not be reimbursement for any costs associated with providing information in response to this synopsis or any follow-up information requests. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Description The United States Air Force Academy, CO seeks potential sources for a proposed government acquisition to conduct the Repair Cadet Gym Phase 7 project which is the last phase of a multi-phase series of projects to renovate and update the Cadet Gym. The updates include numerous building renovations in response to current Air Force physical education requirements and personal fitness training programs. The Phase 7 project work areas of the Cadet Gym include areas on Levels B, A, 1 (Ground Level) and the Mezzanine Level, including the folowing: •(1) Along the north side of Level B existing raquetball courts will be renovated with new finishes and lighting, and structural floors will be added to 3 racquetball courts, to provide storage spaces for the Athletic Department at both Levels B and A. •(2) East Gym - At the east end of Level 1, the East Gym will be renovated to provide a competition level volleyball venue with retractable seating, basketball backstops, wood flooring, and various spaces for athletic equipment storage. Also included in these renovations are a Press box overlooking volleyball, and an added exit to the exterior at the north end of the East Gym. Lighting throughout the East Gym will be replaced with LED fixtures, and lighting over the volleyball venue will be upgraded to accommodate televised events. •(3) Tennis Gym - At the east end of the building, the existing lighting in the Tennis Gym will be replaced with new energy efficient lighting. •(4) On the Mezzanine Level, the offices and restrooms along the south side of the building will be demolished and reconfigured to provide additional and more efficient office space, conference rooms, and support spaces. The restrooms will be replaced and enlarged. The mechanical, plumbing, fire suppression, electrical, lighting, public address, communications, and fire alarm systems will be provided to serve these reconfigured spaces. •(5) Interior Finishes - The architectural and interior design elements will provide materials and colors that visually complement the materials and colors used throughout the preceding Phases 2 through 6 projects, and which comply with the USAFA Design Standards. •(6) Replace Existing Curtainwall - The existing exterior curtainwall along the south side of the Cadet Gym will be replaced with an energy efficient and force-protected curtainwall. •(7) Replace Exterior Marble Panels with Aluminum and Glass - At the south exterior of the Cadet Gym, existing marble panels will be replaced with aluminum and glass panels to visually match the new curtainwall. The contractor shall provide all labor, materials, transportation, equipment, and supervision necessary to accomplish this project. All work shall be accomplished in accordance with requirements contained in the Drawings and Specifications. This project includes but is not limited to the following: •· Mobilization •· Demolition •· Boring/Auger •· Excavation •· Trenching •· Asbestos abatement •· Provide piping, plumbing •· Demobilization The anticipated North American Industries Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction and the Small Business Administration (SBA) small business size standard is $36.5M. Magnitude of construction for this project will be $10,000,000.00 to $25,000,000.00. The proposed contract would be awarded to one vendor as a firm-fixed price contract. Estimated completion time is 510 days. A solicitation is not available; therefore do not request a copy of the solicitation. The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals. Interested and qualified sources are required to provide the following information no later than 26 February 2015 (2:00 PM Mountain Standard Time): (1) Company name, address, point of contact, telephone number and e-mail address. (2) Date of business type certification and Offeror's Business Size. (3) Statement of capability to be bonded (both performance and payment bonds). The statement should indicate your company's single and aggregate bonding capability. (4) Contractor's capability to perform a contract of this magnitude and complexity. Provide list of no more than 5 projects (projects of a similar size and scope of the proposed project are considered relevant), either Government or commercial, performed within the last three years with a brief description of the project (contract number, project title, dollar amount, timeliness of performance; customer satisfaction.) Include your customer's name (vendor), address, telephone number, email address and points of contact with their phone numbers. Indicate if you were the prime or subcontractor. If you were a subcontractor, provide the name and point of contact for the prime contractor. Include percentage of self-performed work, how the work was accomplished, and the performance rating for the work. All of the above information should be submitted in sufficient detail for a determination to be made on the availability of interested parties. Responses shall be limited to 10 pages. Proprietary information should be marked "PROPRIETARY INFORMATION". Failure to submit all information by the submission due date and time will result in a contractor being considered not interested in this requirement. In accordance with FAR 52.204-7, contractors must be registered in the System for Award Management (SAM) prior to award. Registration may be accomplished at http://www.sam.gov.
