- Advanced Program of Instruction in Motion Media and Photojournalism Course The Defense Media Activity (DMA) intends to issue a sole source contract to Syracuse University S.I. Newhouse School of Public Communications for a effort entitled Advanced Program of Instruction in Motion Media and Photojournalism, under statutory authority 10 U.S.C 2304(c)(1) permitting Other Than Full and Open Competition. The anticipated period of performance will be for one (1) year with four (4) one (1) year options. The Government anticipates a firm fixed price. Because of the highly technical nature of the curriculum in regards to both the commercial and military aspects, any new Offeror's curriculum would need to be approved so that it complies with meeting the requirements of the Defense Information School's strict certifications. Any delay extending the start-up date beyond 01 May 2015 would result in an inability for students to register in time for the upcoming academic year. In addition, a starting date of later than 1 June 2015 would jeopardize the availability of PCS funding and could delay the program by a full calendar year. This would further delay the training and qualification of Motion Media and Photojournalist for critical positions, exacerbating the current under-manning and directly impacting operational readiness. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. To challenge this sole source synopsis, vendors shall submit capability information via email in Microsoft Word format with a file size less than 5MB to Kandace Perkins, Contract Specialist, kandace.m.perkins.civ@mail.mil, and Michael D. Jackson, Contracting Officer, michael.d.jackson119.civ@mail.mil. Reference your Subject Line: Response to NOI HQ0515-5013-0001-000 no later than 10:00 am EST, 04 Mar, 2015. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 611310 with the corresponding size standard of $27.5M. This notice of intent is not a request for competitive quotations; however, all responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the Government not to compete the requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the information received in response to this notice.
