Description
Past Performance Questionnaire RFQ AB-1330-RP-0033 Autonomous CO2 Sensors (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, Test Program for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a Request for Quotation (RFQ). Submit written quotes on RFQ Number AB1330-15-RP-0033. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 334519. The small business size standard is 500 employees. (v) A list of contract line item number(s) and items, quantities and units of measure, (including options), are available in the solicitation document. (VI) This requirement is for the manufacture and refurbishment of ocean deployed, autonomous water and air CO2 sensors. (VII) Date(s) and place(s) of delivery and acceptance and FOB point are available in the solicitation document. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (April 2014), applies to this acquisition. The clause has been tailored to meet the specific requirements of the agency. The clause is contained in full text in the solicitation document. (IX) FAR 52.212-2, Evaluation – Commercial Items (October 2014), applies to this acquisition. Paragraph (a) is hereby completed as follows: Technical Approach and Capability, Past Performance, and Price. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (Dec 2014), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (Dec 2014), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Dec 2014) applies to this acquisition. The following clauses under subparagraph (b) apply: (1), (4), (6), (8), (9), (10), (22),(25),(26),(27),(28),(29),(30),(31),(32),(39),(40),(43),(49),(52). (XIII) Intentionally left blank. (XIV) The Defense Priorities and Allocations System (DPAS) does not apply. (XV) Quotes are due no later than 28 February 2015 by 1700 Pacific Standard Time to the email inbox listed below.
