PRO G R AM BACK G ROU N D The United States Marine Corps (USMC) has established a local base Search and Rescue (SAR) unit at MCAS Yuma, AZ to support military operations utilizing three HH-1N aircraft. Local civilian communities have also received SAR and medical transport support from this unit. Since the HH-1N aircraft will begin its sundown transition in the beginning of third quarter of 2015, and the USMC has determined SAR activities out of MCAS Yuma continue to provide a critical medevac and air transport function to support base operations and local agencies, contracted air services (CAS) has been deemed as the best option to continue local base SAR activities. REQ U I RE D CA P ABI L I T I E S The USMC is preparing to acquire Rotary Wing aero medical ambulance, search and rescue (SAR) and base transport services. SAR missions and emergency transport will be based out of MCAS Yuma, AZ. Airlift support is required 24 hours a day, seven (7) days a week. Missions will not exceed 100 nautical mile radius surrounding MCAS Yuma, AZ. The aircraft shall provide service for search and rescue activities, including medical transport of military and/or civilian beneficiaries within this area of responsibility. Missions will be based out of a local airfield facility within 50 miles of MCAS Yuma. Dedicated aircraft, management and supervision, personnel, equipment, supplies, materials, fuels, tools and transportation to provide SAR and medical transport services for MCAS Yuma must be provided. Services furnished may include, but are not limited to, support of the U.S. Navy, other Department of Defense (DoD) departments, agencies and services, and non-DoD Government agencies. Missions will include SAR, insertion/extraction of maintenance personnel to communications sites on the ranges, VIP transport, transport of the Military Police Special Response Team as needed to remote sites, range survey flights, airfield and range photo flights, and Bambi fire bucket support. The aircraft must be capable of carrying a minimum of 2 crew and 4 patients with a minimum of 2 litters and total payload of 4000lb. An estimated 800-1000 flying hours per year will be needed with missions under both Visual Flight Rules (VFR) and Instrument Flight Rules (IFR) conditions. Commercial Airlift Review Board (CARB) certification will be required at the time of full performance by the service provider. The CARB certification must clearly state the vendor is certified to provide medevac services to DoD.
