- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform the industry of the basis of the FAA ™s decision to contract using single source procedures. I. INTRODUCTION/STATEMENT OF INTENT The Federal Aviation Administration (FAA) intends to award up to a two (2) month single source contract extensions to each of the incumbent DUATS contracts. The period of performance of each single source contract extensions will be from March 17, 2015 up to May 16, 2015. DUATS is currently provided by two service providers “ Computer Science Corporation (CSC) and Data Transformation Corporation (DTC) via contracts DTFAWA-08-C-00119 and DTFAWA-08-C-00121. The contracts are Firm Fixed Price, Indefinite Quantity contracts which were awarded in September 2008. Both contracts expire on March 16, 2015, with no additional option periods available. II. DESCRIPTION OF SUPPLIES/SERVICES DUATS is an internet-based service that provides GA pilots with preflight services via self-briefings and flight plan filing without the aid of a Flight Service (FS) Specialist. DUATS technical support is available via telephone to resolve access issues; however, no Air Traffic operational expertise is offered. National Airspace System (NAS) connectivity is provided via the National Airspace Data Interchange Network (NADIN)-II, which interfaces with the Weather Message Switching Center Replacement (WMSCR) system for weather advisories and with air traffic operations for filing flight plans. DUATS provides aviation weather in both textual (alphanumeric) and graphical formats. After obtaining an online briefing, pilots can then use DUATS to file, amend, and cancel domestic Visual Flight Rules (VFR) and Instrument Flight Rules (IFR) flight plans. III. REASON FOR SINGLE SOURCE EXTENSIONS The FAA is currently conducting a limited competition for Direct User Access Terminal Service II (DUATS II) between the three incumbent service providers (Computer Science Corporation (CSC), Data Transformation Corporation (DTC), and Lockheed Martin) with operational internet-based automated pre-flight flight service systems that can meet the DUATS II requirements and are compliant with FAA Security requirements. Both current DUATS contracts (DTFAWA-08-C-00119 and DTFAWA-08-C-00121) expire on March 16, 2015, with no additional option periods available. The FAA requires up to a two (2) month single source extension to both of the current DUATS contracts to allow for completion of proposal evaluation and contract award of the limited competitive follow-on contract(s). As the FAA is currently in the process of completing a limited competitive acquisition for the follow-on DUATS contract(s), a competition for the extension period is not feasible. Therefore, a single source extension to each of the current DUATS contracts for up to two (2) months is in the best interest of the FAA. IV.
