Description
The United States Army Corps of Engineers, Detroit District intends to solicit and purchase computer software for regional economic and demographic impact and forecasting analysis on a sole source basis from Regional Economic Models, Inc. under the authority of FAR 6.302-1(a)(2)(ii)(A). The requirement for this procurement is as follows: Quantity: One (1) licensed installation Availability: Complete model build, delivery, installation, and any necessary training for system with full capability within four (4) weeks of contract initiation. Duration: Minimum one-year software license following initial installation, with capability for perpetual license and support. Technical Support: Complete installation and initial training of one Government technician. Unlimited telephone support during business hours for the duration of the license agreement. Model maintenance and software updates for the duration of the license agreement. Features: The software must provide and maintain a regional economic and demographic impact and forecasting model. The model must be configured to a 9-region, multi-sector model. The 9 regions include each of the 8 Great Lakes States of: Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, Wisconsin, with the final region defined as the rest of the United States. The sectors must include private non-farm industry sectors, farm and government sectors. At a minimum, 160 sectors will be included. The model must specifically: Provide year-by-year dynamic simulation forecasting Incorporate market signals for prices, wages, input factor substitution, induced investment flows, and labor migration Allow for changes in consumption for residents or non-residents by consumption category; employment, output, income, productivity, investment, sales taxes, personal taxes, fuel costs, and migration; business costs (e.g. production costs, taxes, wage rates); quality of life Be able to account for macroeconomic changes in the behavior of the economy in response to shocks in direct inputs Forecast productivity and technical relationships for labor and inputs Project wage and price effects Determine impacts on housing, migration and transport Determine changes in demographics and labor migration responses Include derived demands for factors of production Provide full price and wage compensation determination Provide changes in competitive market shares Use a Microsoft Windows-based or similar graphic user interface Provide analysis and reports that include for personal income, labor force and participation rates, employment by demand source and by detailed sector, output, exports, demand, self-supply, imports by sector, Gross Regional Product both by detailed final demand and by value added. The Government intends to issue the subject solicitation following the required posting period for this notice. Interested parties who feel they have this capability may indicate their interest and capability in a written statement to the identified point of contact no later than 2:00 PM Eastern Time Zone on 13 March 2015. Each response to this notice must demonstrate the firm's interest and capabilities to provide an equivalent product, with the stated capabilities, within the stated timeframe. Each submission shall be considered and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to satisfy this requirement on a competitive or sole-source basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. This Notice of Intent is not a request for competitive proposal.
