- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Design-Bid Build Repair Light Approach Towers, MCAS Futenma, Okinawa, Japan. This project includes removal and/or replacement of deteriorated portions of the structural steel supports of the tower, steel ladder and other parts of the tower structure, repair and/or replacement of existing strobe lights and/or components of the control panel including wiring and conduit, synchronization of the existing strobe light with the rest of the approach strobe lights, replacement of 2-sets of REIL identifier light with LED fixtures at both ends of the runway including wiring, conduits and wiring devices required to operate the lights, replacement of windsocks at Alpha, Bravo, Charlie and Delta location to be FAA L-806 certified using size-1 (8 feet length) wind cones, windsocks to be use frangible pole, eternally lighted with an L-180 obstruction light NVG/NVIS compatible, removal of lead based paint or paint with lead incidental related work. The North American Industry Classification System (NAICS) Code is 237990. Estimated cost range is between $500,000 and $1,000,000 (JPY51,971,950 and JPY103,943,900) Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. This solicitation is intended only for local sources which are resident and licensed to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors must be registered to do business in Japan and possess a Construction License (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or Prefectural Government and a copy of a Registration Certificate (Kaisha Tokibo Tohhon) issued by Japanese Ministry of Justice. The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any Offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.
