- Description
- The United States Postal Service (USPS) plans to issue a Firm Fixed Price Contract to replace AHUs/RTUs at the Brockton P&DC located at 225 Liberty St., Brockton MA 02301-5571. All work will be done in accordance with USPS approved specifications and drawings. The construction performance time for this project is 210 calendar days from Notice to Proceed. PROPOSAL: Contractors will be required to submit a Qualification Statement/Package (Attachment 24), a Management/Technical Plan (Attachment 12) and their Price Proposal. To be considered, a company must meet the following minimum requirements as shown in the Qualification Statement/Package (Attachment 24): Background, Eligibility, Certification and Affirmation, Bonding Information, Financial Capability, and Safety. Per Provision F-201 Prequalified or non-prequalified contractors must submit a Qualification Statement or Management-Technical Plan, or other documents requested by the Contracting Officer under this solicitation. If your company was already prequalified through Solicitation 482263-15-A-0001 (White River Junction VT - HVAC Upgrades) or Solicitation 482263-15-A-0019 (Jersey City International & NDC - Replace Two Chillers) then you will not be required to submit a new Qualification Statement or Management-Technical Plan. Pre-qualified contractors will be placed on a list for inclusion in future solicitations in this area with similar scopes of work. There is no guarantee that a specific number of solicitations will be issued to these pre-qualified contractors. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price. Scope of Work: A. The Contractor must provide all material, labor, tools, supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to replace six existing RTUs and update the existing BAS and BDS systems at the Brockton, MA P&DC for the United States Postal Service, including all incidental work described in the contract documents. B. The scope of work includes, but is not limited to the following: 1. Remove the six existing roof top units (RTUs) associated piping, ductwork, controls and electrical. 2. Provide new structural steel supports for RTUs. 3. Provide all necessary rigging for removals and new equipment. 4. Provide fire stopping at all new penetrations thru fire rated walls. 5. Update existing Building Automation System and Bio-Detection System. 6. Provide miscellaneous roofing associated with structural, steel, piping, and electrical work. 7. Provide miscellaneous fire detection and alarm work. 8. Provide miscellaneous power wiring and shunt trip breaker. 9. Provide miscellaneous roofing work. 10. Provide miscellaneous lightning protection work. SOLICITATION: The solicitation package is attached to this posting. The solicitation package will be divided into four parts: 1) Specifications, 2) Drawings, 3) Solicitation, 4) Return Package, and 5) Asbestos and Lead Based Paint Inspection Report QUESTIONS SHOULD BE DIRECTED TO: Sharon Russell, Sharon.j.russell@usps.gov. Deadline for questions is noon on March 19, 2015. There will be no public opening of offers. All proposal information received is CONFIDENTIAL until award of a contract. Upon award, the name of the successful offeror and the amount of the contract will be released as public information.
