Statement of Work Appendix A PROJECT TITLE: Signal Processor Interface Panel LOCATION OF WORK: Supplies to be delivered to: Radar Operations Center 1313 Halley Circle Norman, OK 73069 THIS IS A REQUEST FOR INFORMATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) is seeking sources capable of providing Signal Processor Interface Panels. DESCRIPTION: The National Weather Service recently embarked upon a Receiver/Signal Processor upgrade that is scheduled for deployment beginning in June 2016. Most of the design elements are COTS products. However, as part of this upgrade the National Weather Service (NWS) removed several obsolete design elements and replaced their functionality through the development of a new component known as the WSR-88D Signal Processor Interface Panel (SPIP). NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the NWS Radar Operations Center (ROC), seeks potential vendors to provide 237 Signal Processor Interface Panels (SPIP). The draft requirements statement is attached to this notice but interested parties must email James (Marty) Willliams at james.m.williams@noaa.gov to gain access to other drawings and specification sheets as they are too large to post. Specifically, NOAA requires the following units; CLIN 0001 2EA Signal Processor Interface Panels - First Article CLIN 1001 220EA Signal Processor Interface Panels - Full Production CLIN 1002 5EA SPIP Mezzanine Printed Circuit - Optional Item CLIN 1003 10EA SPIP Connector Interface Printed Circuit Boards - Optional Item DELIVERY SCHEDULE: First article units will be delivered to the ROC in Norman, OK 30 days after receipt of order. Full production units are due 45 days after First Article is approved. The Government anticipates awarding a fixed-price supply contract for the Signal Processor Interface Panels. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Please submit information to include: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; 3) A brief description of your firm's recent past experience (within past 3 years) providing components of similar nature and complexity; 4) Your firm's facility capabilities; specifically whether your firm has the ability to build the required Signal Processor Interface Panels. 5) Identify major work components that your firm would likely subcontract out. Any subsequent contract will contain the mandatory FAR clause 52.219-14, Limitations on Subcontracting, which limits subcontracting costs to 50% of the price of the contract.
