Description
INTRODUCTION : In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" The attached Sources Sought (SS) Notice/Request for Information (RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Defense Microelectronics Activity (DMEA). REQUIREMENT : 1SCOPE 1.1TITLE : Optical Microscope 1.2APPLICABILITY : Defense Microelectronics Activity (DMEA), Integrated Circuit Inspection and Analysis (ICI&A) 1.3BACKGROUND : The DMEA Integrated Circuit Inspection and Analysis group seeks to improve their imaging and inspection capabilities. The purchase of a new optical microscope will allow the ICI&A group to image entire die for SEM overlay, Z-stacking, and accurately and precisely measuring features on die to meet DMEA's requirements. Currently, the ICI&A has no method of accurately measuring features on the die or imaging, Z-stacking, and stitching the images of the entire die. 1.4PURPOSE : The objective of this task is to purchase an upgradeable optical microscope. 2APPLICABLE DOCUMENTS 3REQUIREMENTS For this Notice, DMEA is looking for sources that have a tool that meets all of the specific requirements listed below in Section 3.1. DMEA will send a sample part to the QUALIFIED interested vendor(s) and request this be imaged using the 100X Apochromatic Objective and the camera that will be proposed. The deliverables should be the following: a) The raw images (.TIFF) taken of the die using the 100X Apochromatic Objective and the camera that will be proposed as a part of the system that meets all of the requirements shall be sent to DMEA. b) The sample parts shall be returned to DMEA. c) A mosaic stitching of all of the raw images of the sample sent by DMEA. The mosaic stitching shall be done using only the software that will be proposed as a part of the system that meets all of the requirements. The quality and number of errors in the stitching must be able to be replicated on-site. The following are the specific requirements for the tool that DMEA is looking for. 3.1SPECIFIC REQUIREMENTS : 3.1.1Optical Microscope Requirements : 3.1.1.1The Optical Microscope shall include a stand with the capability to be upgraded to a Confocal Laser Scanning Microscopy system. 3.1.1.2The Optical Microscope shall include a Focus Drive for the Z Axis.[See 3.1.2] 3.1.1.3The Optical Microscope shall include a Nosepiece. [See 3.1.3] 3.1.1.4The Optical Microscope shall include a Filter Wheel/Reflector Turret.[See 3.1.4] 3.1.1.5The Optical Microscope shall include hardware for motorized reproducibility of light settings. 3.1.1.6The Optical Microscope shall include a Stage. [See 3.1.5] 3.1.1.7The Optical Microscope shall include an Ocular Lens and Phototube. [See 3.1.6] 3.1.1.8The Optical Microscope shall include a Joystick to control the stage and focus drive. 3.1.1.9The Optical Microscope shall include a Camera.[See 3.1.7] 3.1.1.10The Optical Microscope shall include an LED Illuminator.[See 3.1.8] 3.1.1.11The Optical Microscope shall include software. [See 3.1.9] 3.1.1.12The Optical Microscope shall include all cables and connectors required for normal operation. 3.1.2Optical Microscope Focus Drive Requirements : 3.1.2.1The Optical Microscope Focus Drive shall be motorized. 3.1.2.2The Optical Microscope Focus Drive shall have a step size of at most 10nm in the Z axis. 3.1.3Optical Microscope Nosepiece Requirements : 3.1.3.1The Optical Microscope Nosepiece shall have a capacity for at least 6 Objectives at one time. 3.1.3.2The Optical Microscope Nosepiece shall be motorized. 3.1.3.3The Optical Microscope Nosepiece shall have a 2.5X Magnification Objective. 3.1.3.4The Optical Microscope Nosepiece shall have a 50X Magnification Apochromatic Objective. 3.1.3.5The Optical Microscope Nosepiece shall have a 100X Magnification Apochromatic Objective. 3.1.4Optical Microscope Filter Wheel/Reflector Turret Requirements : 3.1.4.1The Optical Microscope Filter Wheel/Reflector Turret shall have a capacity for at least 4 Filters/Reflectors. 3.1.4.2The Optical Microscope Filter Wheel/Reflector Turret shall be motorized. 3.1.4.3The Optical Microscope Filter Wheel/Reflector Turret shall include hardware for Bright Field (BF) Microscopy. 3.1.4.4The Optical Microscope Filter Wheel/Reflector Turret shall include hardware for Dark Field (DF) Microscopy. 3.1.4.5The Optical Microscope Filter Wheel/Reflector Turret shall include hardware for Circular Differential Interference Contrast (C-DIC) Microscopy functionality. 3.1.5Optical Microscope Stage Requirements : 3.1.5.1The Optical Microscope Stage shall be motorized in X and Y Axes. 3.1.5.2The Optical Microscope Stage shall have a travel range of at least 75mm by 75mm. 3.1.5.3The Optical Microscope Stage shall have a resolution of at most.1µm. 3.1.5.4The Optical Microscope Stage shall have a repeatability of at most ±1µm. 3.1.5.5The Optical Microscope Stage shall have an accuracy of at most 5µm. 3.1.5.6The Optical Microscope Stage shall be able to support a sample size at least 1 inch tall. 3.1.6Optical Microscope Ocular Lens and Phototube Requirements : 3.1.6.1The Optical Microscope Ocular Lens and Phototube shall include two eyepieces. 3.1.6.2The Optical Microscope Ocular Lens and Phototube shall have adjustable positioning. 3.1.6.3The Optical Microscope Ocular Lens and Phototube shall have a C mount Camera port. 3.1.7Optical Microscope Camera Requirements : 3.1.7.1The Optical Microscope Camera shall have at least 1.4 Megapixel (MP) resolution. 3.1.7.2The Optical Microscope Camera shall support at least 30-bit Color Depth. 3.1.7.3The Optical Microscope Camera shall have a C-Mount Optical Interface. 3.1.8Optical Microscope Illuminator Requirements : 3.1.8.1The Optical Microscope Illuminator shall be a Light Emitting Diode (LED) Light Source. 3.1.8.2The Optical Microscope Illuminator shall have an average lifetime of at least 5000 hours. 3.1.9Optical Microscope Software Specifications : 3.1.9.1The contractor shall provide software licenses and installation material for software control and/or operation of the equipment described in paragraph 3.1.1. 3.1.9.2The Optical Microscope Software shall include interactive measurement functionality. 3.1.9.3The Optical Microscope Software shall include Z-stacking functionality. 3.1.9.4The Optical Microscope Software shall have sample imaging functionality. 3.1.9.5The Optical Microscope Software shall have image stitching and mosaic functionality. 3.1.9.6The Optical Microscope Software shall be able to image and stitch a mosaic of a sample that is at least 200 sq. mm using the 100X Apochromatic Objective without errors. 3.1.9.6.1The mosaic file output should be a.TIFF file format. 3.1.9.7The Optical Microscope Software shall have autofocus capability. 3.1.9.8The Optical Microscope Software shall include at least 2 installations with one portable license. 3.1.10Option: Confocal Laser Scanning Microscopy Upgrade : 3.1.10.1The Confocal Laser Microscopy Upgrade shall include all of the features from the original system. 3.1.10.2The Confocal Laser Microscopy Upgrade shall use a 405nm laser. 3.1.10.3The Confocal Laser Microscopy Upgrade shall include at least a 13 Megapixel (MP) Camera. 3.1.10.3.1All the necessary hardware required to support it shall be included, such as cables, mounting hardware, etc. 3.1.10.3.2The new camera must support at least 30-bit Color Depth. 3.1.10.4The Confocal Laser Microscopy Upgrade shall support at least two (2) digital cameras at one time. 3.1.10.4.1The original digital camera and all the necessary hardware must still be installed and usable in the system. 3.1.10.5The Confocal Laser Microscopy Upgrade shall include an anti-vibration system. 3.1.11Warranty : 3.1.11.1The contractor shall provide on-site hardware and software warranties covering manufacturer defects for at least one (1) year and at least three (3) years of remote technical support, through either phone or email. 3.1.12Training : 3.1.12.1The contractor shall provide training: on-site, web-based or downloadable for item described in paragraph 3.1.1. 3.1.12.2If training shall occur at DMEA, the contractor shall be in accordance with DMEA visitor access policies described in paragraph 3.1.13. 3.1.13Documentation : 3.1.13.1The contractor shall provide off-the-shelf user manuals, training manuals in the form of one (1) hard copy or one (1) digital copy for the item described in paragraphs 3.1.1 to 3.1.9. 3.1.14Security : 3.1.14.1The contractor must provide DMEA at least two (2) days advance notification prior to conducting any on-site inspection, installation, training, repair or maintenance. 3.1.14.2All installation and maintenance work shall be performed by US citizens. 3.1.14.3Prior to being allowed entry to DMEA campus, contractor personnel shall provide proof of citizenship in accordance with the DMEA visitor approval process in effect at the time the visit is requested. 3.1.14.4During periods of exceptionally heightened security, additional advance notice and background investigations of contractor personnel may be required prior to gaining entry into DMEA. 3.1.14.5The on-site contractor personnel will be issued a badge each day while on site and shall return their badge to DMEA security personnel at the end of each work day. 3.1.15Delivery and Setup : 3.1.15.1The contractor shall deliver, install and verify correct operation and calibration of the equipment described in paragraphs 3.1.1 to 3.1.9 in accordance with the security provisions stated in paragraph 3.1.13. Per FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this notice. No evaluation letters and/or results will be issued to the respondents; however, the Government does reserve the right to contact any respondent and/or respondent reference to obtain additional information. At this time no solicitation exists; therefore, please do not request a copy of the solicitation.
