- The U.S. Department of Energy (DOE) is seeking interested businesses to thoroughly review the Draft Request for Proposal (RFP) DE-SOL-0006881, Sections B, C, L and M. DOE intends to conduct industry one-on-one sessions for the WVDP ? PPA procurement. DOE has scheduled the one-on-one sessions for March 10, 2015, to be held via telephone. The selected draft sections of the RFP can be found at: http://www.emcbc.doe.gov/SEB/WVDP_PPASS Proposals are NOT being requested or evaluated at this time. DOE anticipates issuing a Final RFP, formally requesting proposals, in the near future. For the one-on-one sessions, DOE is particularly interested in the following: 1. Is the Draft Section C, Performance Work Statement (PWS), sufficiently clear to provide the services required? If not, identify what is unclear and how it can be improved. 2. What kind of information would be helpful to have available on the procurement website to prepare a quality proposal for the work detailed in Section C, Performance Work Statement (PWS)? 3. Do the draft sections contain any potential restrictive barriers? If so, please identify the barriers (DOE imposed or otherwise) that would hinder your firm from participating in this acquisition. 4. Are the Draft Section L, Instructions, Conditions, and Notices to Offerors, and Draft Section M, Evaluation Factors for Award, clear? If not, what is unclear and how can either section be improved? Should DOE consider other discriminating factors for the evaluation criteria? 5. Please identify any other further suggestions that you may have? One session will be scheduled for each potential contractor team, additional sessions will not be scheduled for each team member. Sessions will be limited to 60 minutes in length and potential Offerors will be responsible for providing a call-in number.
