Description
Intent to Single Source: Synopsis: The Bureau of Reclamation intends to negotiate a sole source contract with Enoserv, LLC. for purchasing of RTS Software by Enoserv for use within Reclamation; the resulting acquisition will be conducted IAW FAR Parts 12 and 13. Protective relays are used extensively within Reclamation to ensure the protection of equipment and workers within the organization. Failure to perform testing could result in failure of equipment, infrastructure, or injury to personnel. This could also result in fines from the North American Electric Reliability Corporation (NERC) or Western Electricity Coordinating Council (WECC). Due to the criticality of this testing and support from the Hydropower Diagnostics & SCADA Group, we have adopted the use of RTS for testing of relays. Enoserv is the only provider/distributor of the RTS software that is used to test protective relays at numerous Reclamation facilities. This software allows Reclamation to utilize one individual software package to communicate with numerous relay test sets and relays while paying for only one service. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received in 3 days after publication of this notice and shall include documentation on the ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
