- Army Food Management Information System (AFMIS)responses to questions: 1. Are sub contracting agreements (or joint ventures) possible under this solicitation? If so, are there any requirements that are specific to this solicitation that we should know about (such as percentage of split of work between primes and sub contractors)? Answer: If a small business concern contemplates subcontracting, the Prime will be required to incur more than 50% of the costs for labor for its own employees, in order to maintain compliance with FAR 52.219 14, quote mark Limitation of Subcontracting quote mark. 2. Which contracting vehicle can we use to price the contract: GSA IT Schedule 70, MOBIS or any other vehicle? Answer: The proposal shall be priced in accordance with the solicitation instructions. 3. If awarded the contract, we would like to get some time with the incumbent's resources to understand their work on this initiative so far and to transfer knowledge in terms of training sessions,documents and other media. This will help avoid any breaks in service and maintain quality of service. Can the contracting office please add this stipulation to the RFP? Answer: The forthcoming solicitation includes a phase in period. 4. We would like to know if a portion of the contractual work can be done remotely, i.e. thru the contractor's offices or team members working from home? Answer: There is no work done remotely on this contract currently and there is no expectation of future work being done remotely either. The location for the AFMIS work is at Building 1109 at 401st First St, Fort Lee, VA,23801. All of the government furnished equipment is located in this building. This is stated in the PWS. 5.We also maintain offices in Mexico and Romania. Can near shore or off shore resources be providedwith the necessarily security clearances and permitted to work on the contract? Answer: There is no near shore or off shore work done on this contract currently and there is no expectation of future work being done near shore or off shore either. The location for the AFMIS work is at Building 1109 at 401st First St, Fort Lee, VA, 23801. All of the government furnished equipment is located in this building. This is stated in the PWS.
