Description
NASA/LARC is hereby soliciting information about potential sources for Decision Analysis Methodologies and Software to support LaRC & NASA Decision-Making 1.0Description: The National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) leverages decision analysis techniques and practices with the intent of providing more defendable and relevant decision-making through use of decision processes that foster targeted, structured conversations and are clear, traceable, and repeatable. The purpose of this RFI is to obtain information on existing methodologies and software available to support decision analysis activities being conducted by NASA LaRCs Systems Analysis and Concepts Directorate for NASA Headquarters, the NASA mission directorates, and NASA LaRC. Such activities have included: new business opportunity assessment and prioritization; organizational strategic objective prioritization; technology or technology gap prioritization; proposal outcomes assessments; education portfolio characterization; new business concept of operations development. 2.0 Applicability: Methodologies and software applicable to this RFI include those relevant to data collection, expert elicitation, process development, figure of merit development, portfolio prioritization and assessment, and/or data visualization. Capabilities that are considered high value include: ability to accommodate benefit-cost-risk prioritizations, ability to facilitate targeted conversations, ability to support real-time data exploration, ability to provide traceability and transparency, accommodation of distributed teams, and flexibility to accommodate unique activity requirements. 3.0 Information Desired: NASA appreciates responses from all capable and qualified sources that meet the following format. Section 1: A non-proprietary cover sheet that identifies this RFI by number and title, organization making the response, responder's technical and administrative points of contact which includes names, titles, postal address, phone numbers, and e-mail addresses. Section 2: A description of organization capabilities and relevant recent experience and past performance in similar activities. Section 3: A description of the proposed methodology and/or software relevant to decision analysis. -For methodologies, explain the underlying principles, describe applicability and ideal use scenarios, and provide references to related public documents and/or materials. -For software describe the current and/or planned capabilities of the software including underlying methodologies, usability features, applicability to decision analysis, and ideal use scenarios. Where applicable, provide references to published documents and/or materials explaining the technical basis for the underlying methodologies. -Describe the use history of the methodology and/or software, particularly with respect to the federal government. Use history should include types of activities, size of activities, and customers. -Describe pricing options, to include startup, recurring, and servicing costs. -For software, provide hardware/software requirements, example license agreement, and, where appropriate, hosting options. 4.0 Other Information: All responses are to be for general access by Government personnel. Any proprietary information submitted must be clearly and separately identified and marked and will be appropriately protected. The Government will not be responsible for any proprietary information not clearly marked. This RFI is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Responses to this RFI are open to all categories of U.S. and non-U.S. organizations. Responses to this RFI shall be limited to 10 pages in not less than 12-point font, excluding provided software licenses. All responses shall be submitted to LaRC electronically via email by 5:00pm EST on (April 13, 2015), to Kevin Earle ( Kevin.D.Earle@nasa.gov ) and Brad Gardner ( Robert.B.Gardner@nasa.gov ).
