- Department of Energy ? Headquarters Procurement Services intends to award a non-competitive sole source extension to Stoller Newport News Nuclear, Inc (Stoller) under bridge contract DE-LM0000415. Unanticipated delays, due to protests received under solicitation DE-SOL-0002716, have created the need to further extend the current contract through September 30, 2015. Award of a non-competitive extension to the current contract is the only means to avoid jeopardizing the continuation of on-going and planned contract support to the Office of Legacy Management. The requested extension is the only feasible alternative for obtaining the required services before the contract expires. The contractor is required to perform day to day operations for approximately 89 sites in 28 states and Puerto Rico. The current contractor provides post-closure management services in the areas of (1) business operations and management; (2) legacy records and information management; (3) environmental (post remediation) residual risk management; and (4) site resource management to ensure long term protection of human health and environment. The specific services the contractor will be providing include Task Assignment (TA) 101, LTS&M ? CERCLA/RCRA Sites and Other Sites; TA 102, LTS&M ? FUSRAP and D&D Sites; TA 103 LTS&M ? UMTRCA Title I and II, D&D, Others, and AS&T ; TA 104 Nevada Off-sites; TA 105 Archives and Information Management; 106 Asset Management Support; TA 107, Administrative Support; TA 108, Human Resources Support; TA 109 Environmental Justice Support; TA 110, Rifle SFA Support; 162 Program-Wide Support and TA 199, Transition. The specific statement of work is available upon request. Awarding the proposed contract to another source would result in unacceptable delays and substantial additional costs to the Government, as the new source would require time implement the immediate requirements. Based on the time constraint and expected increase in cost inherent to awarding to another contractor, it is not in the best interest of the Government to award to any vendor other than Stoller. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL. The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted by March 19, 2015 and shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Christine Hopper by email at Christine.Hopper@hq.doe.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these immediate requirements.
