Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of PSC, Freedom of Information Act Services (FOIA) intends to sole source to: AINS, Inc. 806 W Diamond Ave Suite 400 Gaithersburg, MD 20878 PSC FOIA has contracted with AINS for a new FOIA tracking database and requisite maintenance. PSC FOIA needs data from their current tracking database to be migrated over to the new, AINS-designed and hosted database. This process will entail breaking down all of the data fields (requester name, request number, request subject, etc.) and transferring it into the database which AINS is providing to PSC FOIA. AINS is the only company which can do this as they are the creators and sole source for the database system contracted for by PSC FOIA. Having AINS perform the data migration would be the most efficient method of having this data migrated into the new database as AINS is the only company which has intimate knowledge of how to program and input data into this database infrastructure. Therefore, AINS is the only company who can complete this data migration from PSC FOIA's current tracking database to its new database. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. The email subject line must reference PSC149371. All responses are due by March 5, 2015, 8:00 AM Eastern Time and can be sent to Robert Bowman at Robert.Bowman@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
