Description
The National Institute of Health (NIH), Office of Laboratory Animal Welfare (OLAW), intends to award a sole source purchase order to the U.S. National Academy of Sciences (NAS) / Institute of Laboratory Animal Resources (ILAR), 500 5th St. NW, Washington DC 20001, for planning and participation in the International Council for Laboratory Animal Science (ICLAS) conferences. ILAR's mission is to provide expert counsel on the scientific, technological, and ethical use of laboratory animals and to provide guidelines for their care and use. It acts as a coordinating agency and international resource for compiling and disseminating information on laboratory animals, promoting education, planning and conducting conferences and symposia, and promoting high-quality humane care of laboratory animals. The North American Industry Classification System Code (NAICS) is 541720-Research and Development in the Social Sciences and Humanities. In accordance with FAR 6.302-1, the U.S. National Academy of Sciences (NAS) / ILAR is the only responsible source known to represent the NIH at the ICLAS conferences. It is NIH's intent that the proposed action may be awarded on a sole source basis to the he U.S. National Academy of Sciences (NAS) / Institute of Laboratory Animal Research (ILAR) under the authority of Federal Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures. The anticipated award will include a 12-month base period with four 12-month option periods. Background The National Institutes of Health (NIH) through the Office of Laboratory Animal Welfare (OLAW) is responsible for the oversight of all Public Health Service (PHS) supported activities involving animals at awardee institutions in the U.S. and foreign countries. Institutions outside the U.S. that receive PHS funds are required to comply with the PHS Policy on Humane Care and use of Laboratory Animals (Policy) and follow the International Guiding Principles for Biomedical Research Involving Animals (Guiding Principles). The Guiding Principles were developed through a partnership between the Council for International Organizations of Medical Sciences (CIOMS) and the International Council for Laboratory Animal Science (ICLAS). ICLAS conferences are dedicated to advancing human and animal health by promoting the ethical care and use of laboratory animals in research worldwide. ICLAS encourages education and training in laboratory animal welfare, the exchange of information between countries and promotes laboratory animal welfare infrastructure in developing countries. Contractor Objectives and Tasks The U.S. National Academy of Sciences (NAS) / Institute of Laboratory Animal Research (ILAR) will participate in and serve as the United States national member in ICLAS conferences to improve the humane care and use of animals in scientific research worldwide. Since 1988, ILAR has served as the US national member of ICLAS. ILAR, a part of the Earth and Life Studies Division of the U.S. National Academy of Sciences, has played a key role through the preceding six decades in providing information and resources on a wide variety of topics related to laboratory animal science and welfare to scientists, Institutional Animal Care and Use Committees, laboratory animal veterinarians and pathologists, and regulators in the U.S. and around the world U.S. national membership in ICLAS will ensure that the US biomedical research community has a voice in the international laboratory animal standards known as the CIOMS Principles. OLAW will use the resulting international laboratory animal standards to assure animal welfare in PHS-funded animal activities conducted at foreign performance sites. Independently, and not as an agent of the Government, the contractor, ILAR shall represent the NIH at the annual ICLAS Conferences. ILAR will provide an appointed member as representation at ICLAS's annual conferences for each year of the contract. This representative will participate in the development of worldwide humane animal welfare policies. Sole Source Justification These services are only available from only one source for this particular Membership Conference. ILAR provides more than thirty years of expertise to host educational outreach programs in support of their mission to "evaluate and to report on scientific, technological, and ethical use of animals and related biological resources, and of non-animal alternatives in non-food settings, such as research, testing, education, and production of pharmaceuticals". No other vendors provide the specialized content of this Conference. With NAS/ILAR's faculty and their expertise in the field, they develop a unique educational conference, both in content that focuses on a specific topic tailored to personnel involved in animal care programs and in format where various session tracks provide a custom learning experience. ILAR is the responsible qualified organization to continue to represent the U.S. at the 2015 ICLAS Conference. This is not a solicitation, nor is a solicitation available..However, all interested organizations may submit their capability statements and qualifications which will be considered by NLM. Responses must be in writing and must be submitted electronically to Eliza Menchaca, Contract Specialist at eliza.menchaca@nih.gov by 4:00 PM EST on, March 13, 2015. Proposals shall include pricing information and should demonstrate the organization's qualifications and experience in providing the aforementioned service. All submissions shall reference pre-solicitation notice number NIHLM2015411. No late responses will be accepted.
