- THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Department of Veterans Affairs is in the process of determining the acquisition strategy for Cable TV Programming service for VA Palo Alto Health Care System with location in Palo Alto, Menlo Park, and Livermore CA. Please note that this Request for Information (RFI) is for information only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirement are invited to submit information describing their capability to provide the required services. OVERVIEW: The VA Palo Alto Health Care System requires a multi-year contract for provision of television content via cable or satellite to be incorporated into the existing master antenna TV (MATV) distribution system for delivery to individual television sets at the Palo Alto, Menlo Park and Livermore facilities. The contract will include the content from the specialized channels as well as any equipment or infrastructure required to deliver the signals in a format compatible with the existing MATV head end. Base plus 4 option years. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the VA not to open the requirement to open competition, based on responses to this sources sought synopsis is solely within the discretion of the VA. The Government does not intend to pay for any information provided under this sources sought synopsis. STATEMENT OF WORK SUMMARY: The VA Palo Alto Health Care System requires a multi-year contract for provision of television content via cable or satellite to be incorporated into the existing master antenna TV (MATV) distribution system for delivery to individual television sets at the Palo Alto, Menlo Park and Livermore facilities. The contract will include the content from the specialized channels as well as any equipment or infrastructure required to deliver the signals in a format compatible with the existing MATV head end. DETAILED STATEMENT OF WORK: The VA Palo Alto Health Care System (VAPAHCS) operates a Master Antenna TV (MATV) system at each of its Palo Alto, Menlo Park and Livermore Divisions to deliver television programming to patient rooms and waiting areas, as well as some conference rooms and training areas. The MATV system delivers a mix of over-the-air broadcast and satellite programming distributed via coaxial cable from head end equipment including receivers, signal converters and amplifiers. The Health Care System intends to establish a contract of one base year plus 4 option years to expand and modify the selection of non-broadcast programming available for distribution. The contractor will provide programming on the channels specified below via satellite dish, cable or optical fiber. The contractor will also supply any equipment such as satellite receivers, demodulators and digital-to-analog converters; and all transmission medium such as coaxial cable or optical fiber required to deliver the signal to the existing MATV head end equipment at each campus in a format that can be amplified and distributed via the existing MATV distribution system using existing amplifiers and modulators or additional ones of the same type as the existing. The contractor will be responsible for installing and connecting all equipment, including providing any necessary equipment racks and mounting hardware. The list of channels to be provided by the contractor will include the following. All listed channels must be included: O ESPN oESPN2 oFox Sports 1 oFox Sports 2 oMajor League Baseball Network oNFL Network oArts & Entertainment Network oAMC oAnimal Planet oCNBC oDiscovery Channel oFox News oCNN oHistory Channel The pricing of the service shall be calculated based on a fixed rate per connected TV set per month. VAPAHCS will notify the contractor of the addition to or removal of any TV sets from the distribution system.
