Description
The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. Older Driver Safety is of increasing concern to the National Highway Traffic Safety Administration (NHTSA). The Agency has had a behavioral research program in place since the late 1980's, pairing it with programmatic activities in the late 1990's. Under the behavioral program activities, NHTSA identified key groups that can influence older driver behavior. These groups include: social services providers; law enforcement; driver licensing; and, medical professionals. Medical professionals of interest to NHTSA include not only physicians, but also nurses, occupational therapists, and driver rehabilitation specialists (DRS). Occupational therapists (OTs) can play an important role in addressing older driver safety because of the way they address their clients' needs. OTs work with clients on Instrumental Activities of Daily Living (IADLs), which include things like money management, housework, meal preparation, and community mobility. If a client has a weakness in an IADL, the OT will conduct an assessment of the individual and then work with them through the rehabilitation process so that they can safely function independently. Driving is considered a key component of the community mobility aspect of IADL. Unfortunately, many OTs do not feel confident in their ability to accurately assess and rehabilitate individuals on their ability to safely operate a motor vehicle. NHTSA seeks a Contractor to procure professional and technical services to conduct outreach to occupational therapists; provide updates to current OT resources including curricula for OT's; develop new resources (including a toolkit); create awareness in the OT community; provide material distribution (including website); garner input from key stakeholders and evaluate these efforts. This acquisition is being offered for full and open competition. The NAICS Code for the anticipated contract is 541910. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Time and Materials type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about March 31, 2015. Period of Performance: Thirty-six (36) months. Contract Award: The anticipated award date for the resultant contract is expected to be on or before July 31, 2015.
