- This is a synopsis of proposed contract action FA4452-15-R-0009. This is not a solicitation or invitation for offerors to submit proposals. Headquarters Air Mobility Command Directorate of Operations Training Division (HQ AMC/A3T) requires contractor support to provide academic and simulator training supporting USAF Active Duty C-40 (B-737-700/800) flight crews. Required training includes academic and simulator training for the following courses: Initial Qualification Pilot Training, Re-Qualification Pilot Training, USAF-Specific One-Day Training, Pilot Recurring Evaluation Training, Refresher Pilot Training, and Pilot Senior Officer Training. Training shall be conducted at the contractor's facility in a Federal Aviation Administration (FAA) approved training center by FAA approved instructors. To be considered qualified, each contractor must possess an applicable training program approved under Title 14, Code of Federal Regulations (14 CFR) Part 121, or a training course approved under 14 CFR Part 142. USAF cockpit procedures and checklists shall be used in all courses. Also included are additional hourly simulator time, simulator position fill-ins for when the government is unable to fill a simulator cockpit, and simulator time and use of facilities for an Air Force-conducted training day session. At a minimum, the contractor shall furnish a FAA certified C-40 (B-737-700/800) Level C or better Flight Simulator or Level 5 or better Flight Training Device for systems training, and Level D, CAT IIIa capable, flight simulator for initial, refresher, recurring evaluation and senior officer pilot training. Simulators shall be configured with General Electric CFM-56-7B27 engines and dual cue flight directors with the Rockwell Collins model 4000 Head-Up Guidance System (HGS). Contractor shall update associated simulator software within 30-days of release to the USAF aircraft fleet. The government plans to issue a formal Request for Proposal (RFP) for the C-40 (B-737-700/800) Pilot Training services on or around 31 Mar 15. This acquisition will be solicited via the FedBizOpps website (FedBizOpps.gov) as a full and open opportunity with a requirement for a subcontracting plan from large business offerors in accordance with FAR 52.219-9. The government intends to establish a Firm-Fixed-Price (FFP) single-award Requirements contract. A Lowest Price Technically Acceptable (LPTA) process will be used for this source selection IAW FAR 15.101-2 and FAR 15.3, as supplemented by DFARS and AFFARS. The government will select the proposal with the lowest evaluated price from among those meeting the acceptability standards for non-price factors. A contract may be awarded to the offeror who is deemed responsible in IAW FAR 9.1, as supplemented, whose proposal conforms to the solicitation's requirements, and is judged, based on the evaluation factors and subfactors, to represent the lowest price technically acceptable proposal. The offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/portal/public/SAM/. The planned period of performance is as follows: Base Period (1 Oct 15 - 30 Sep 16) Option Period 1 (1 Oct 16 - 30 Sep 17) Option Period 2 (1 Oct 17 - 30 Sep 18) Option Period 3 (1 Oct 18 - 30 Sep 19) Option Period 4 (1 Oct 19 - 30 Sep 20) Please note that all dates listed in this synopsis are tentative and are subject to change.
