Description
Statement of Work Kirtland AFB, NM has a requirement for the publication of a base newspaper to be known as the Nucleus. The contract period of performance begins 1 Apr 2015 and will include four option periods for a possible total not to exceed 5 years and 6 months, depending on need. The resultant award will be a no cost type (Concessionaire) contract. No response is required for the quantities or dollar amounts. A copy of the Statement of Work is attached to this FBO Posting. Please be advised that all interested parties must be registered in the System for Award Management (SAM) database in order to receive award. Registration is available through the SAM website at https://www.sam.gov/. The resultant award shall be placed with the offeror that represents the best value to the Government. A response may be considered ineligible for award solely based on the lack of meeting the evaluation criteria below. The following factor listed below shall be used to evaluate the responses: 1.Conformance to the Statement of Work (SOW). The technical proposal shall demonstrate the ability to provide the product and services as described in the attached SOW that provides the best value to the Government. Technical proposals shall demonstrate mission capability, understanding the contract requirements, work force, and program management. It shall also include a Project Plan for performing the services. The newspaper publication is subject to the requirements of DoD Instruction 5120.4, Air Force Instruction (AFI) 35.101 and the regulations and instructions incorporated therein by reference. The 377 ABW/PA, Kirtland AFB, NM is an element of the United States Government. This agreement is a United States Government contract authorized under the provisions of Department of Defense Instruction 5120.4 as an exception of the Government Printing and Binding Regulations Published by the Congressional Joint Committee on Printing. Although this contract is not subject to the Federal Acquisition Regulation (FAR) or the Defense FAR Supplement (DFARS), FAR clauses useful in protecting the interests of the Government and implementing those provisions required by law are included. The following full text provisions and clauses apply to this procurement: FAR 52.217-8, Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. (End of Clause) FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and six months. (End Clause)
