- Notice of Intent to Sole Source THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES OR REQUEST FOR INFORMATION. A FORMAL SOLICITATION WILL NOT BE ISSUED. THE GOVERNMENT WILL NOT RECOGNIZE COST ASSOCIATED WITH SUBMISSION OF ANY INFORMATION SUBMITTED. This is a notice of intent to award a sole source contract under Federal Acquisition Regulation (FAR) 13.106-1(b)(i). Naval Medical Logistics Command intends to award a sole source contract for medical administrative support services to support the Naval Hospital, Lemoore, CA and associated branch clinics. The current task orders expire on 31 March 2015 and the competitive solicitation has an anticipated award date of 11 September 2015. Services will be required to begin on 01 April 2015 and extend through 30 September 2015, for a period of 6 months. Being that these services expire in such short notice there is not sufficient time to competitively procure these services and for another contractor to be able to sufficiently recruit workers, familiarize themselves with the local marketplace, MTF policies, points of contact, and scope of work within the amount of time left to avoid a lapse in service or disruption to the hospital. Naval Medical Logistics Command intends to award a bridge contract to Symtech Corporation, Cage Code: 030A5 being that they are the only source available to meet the Government’s needs in the time available. Market research was performed and based on the information obtained by the government it was determined that this company is the only source to provide the required services without disruption to the facility. Symtech, as the incumbent contractor, will be able to provide a smooth transition between the contracts, as they would not need to recruit workers because they already have services in place. This would also limit the impact of administrative burden on the Government processing new candidate packages and providing orientation. The incumbent already has an intimate knowledge of the contract requirements as well as the hospital operating procedures which will require very little, if any, contract start up time. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 2:00 PM Local Time, March 13, 2015.
