Description
Justification and Approval 15-051 Sole Source Notice SUMMARY: This acquisition is intended for award as a sole source to Gryphon Group Security Solutions, LLC, 16780 Airbase Road, Laurinburg-Maxton Airport, Maxton, NC 28364. This document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2005-80(correction) and the Defense Federal Acquisition Supplement (DFARS), current to DPN 20150226. The NAICS code for this procurement is 611699 and the small business size standard is $11.0 million. The contractor shall provide evasive driving instruction with capable vehicles including sedans, SUVs, and pickup trucks with qualified instructors in order to train Marines from Marine Special Operations Teams in Threat survivability and Evasive Driving. Threat survivability will focus on educating, training, and exercising through various scenarios ensuring that individuals and teams will prevail when faced with a threat in a hostile, uncertain, and permissive environment. Evasive Driving will focus on developing the skills necessary to control a vehicle from prevention of encountering a threat to mitigation of the threat once it has occurred. Threat survivability and evasive driving will both include weapons engagement with sim-munitions training ammunition and casualties incorporated with medical scenarios. The end state is to ensure that both individuals and teams have the knowledge, skills, and abilities to prevail when encountering a threat in hostile, uncertain, and permissive environments utilizing non-tactical vehicles and through overwhelming adversity. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The Government reserves the right to award without discussions.
