- Contains the SOW, and instructions to offerors. Required Past Performance Questionnaire This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is issued as a request for quotation (RFQ) and the solicitation number is 183P1501304. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2005-80 dated March 2, 2015. This requirement is published for full and open competition and the designated NAICS is 561613, Armored Car Services with a size standard of $19 Million. Using the procedures at FAR Subpart 13.106-2(b), the Government will award a purchase order contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (a.) technical capability of the vendor to meet the Government requirement, (b.) past performance, and (c.) price. Evaluation of quotations will be conducted without establishing a competitive range and without holding discussions. The incumbent contractor is: Dunbar Armored, INC., 50 Schilling Road, Hunt Valley, MD 21031-1105. The prospective contractor must be registered in the System for Award Management (SAM), www.sam.gov. Any additional contract requirements or terms and conditions (such as software maintenance, software renewals, and warranty requirements) determined by the contracting officer to be necessary for this acquisition will be applied consistent with customary commercial practices.
