- General Services Administration (GSA) seeking information on possible sources for leased space in Bemidji, MN Any interested party can provide sources to satisfy either or both of these requirements. State: Minnesota City: Bemidji Delineated Area: Northern Boundary: Highway 22 (Grange Rd NW) East to Highway 15 (Irvine Ave NW), North to Highway 22 (Island View Dr NE), East to US 71, Northeast to Highway 22 (Turtle River Lake Rd NE), East to Highway 27 (Long Lake Dr NE). Eastern Boundary: Highway 27 (Long Lake Dr NE) South to Highway 12 (Power Dam Rd NE), East to Highway 27 (Swenson Rd NE), South to Highway 8 (Roosevelt Rd SE), South East to US 2. Southern Boundary: US 2 East to Highway 45, South to US 9, West to Highway 10. Western Boundary: Highway 10 North to Highway 7, North East to Highway 14 (Division St W), West to Highway 14 (Wilton Hill Rd NW), North US 2, East to Highway 89, North to Highway 22 (Grange Rd NW). The area of consideration/delineated area is as noted above. Although the delineated area is larger than the Central Business District (CBD), if adequate competition is available in the CBD then only the CBD will be considered. Those outside the CBD will be notified that they will not be considered. A map of the delineated can be provided upon request. Space Type and Description: Office and Warehouse spaces that house two Government agencies: - The Bureau of Indian Affairs (BIA) requires a minimum of 17,203 ABOA to a maximum of 19,013 ABOA. Of this, BIA requires12,738 -14,078 ABOA SF of Office and 4,465 - 4,935 ABOA SF of Warehouse. - The Indian Health Service (IHS) requires a minimum of 12,113 ABOA to a maximum 12,750 ABOA of office space. Total Minimum Sq. Ft. (ABOA): 29,316 (17,203 for BIA, 12,113 for IHS) Total Maximum Sq. Ft. (ABOA): 31,763 (19,013 for BIA, 12,750 for IHS) Parking Spaces (Total): 142 (Not including required on-site visitor and handicap parking) Parking Spaces (Surface): 135 Parking Spaces (Structured): 7 Parking Spaces (Reserved): 0 Parking Description: BIA requires 60 total parking spaces – 60 surface spaces for employees either on site or within a 2 block radius of the offered building IHS requires 82 total spaces – 7 in an indoor secured lot that have electric plug ins, and 75 surface spaces for employees either on site or within a two block radius of the offered building. Full Term: 10 Firm Term: 5 Option Term: N/A Additional Requirements: The Government is seeking information on possible sources for these two agencies. Any interested party can provide sources to satisfy either or both of these requirements. Specific requirements for the IHS: - 12,113 - 12,750 usable square office space with contiguous space on no more than two (2) floors. - Showers and lockers for men and women within office space. - Concrete pad behind bldg. for a gas fired generator approx. 6 feet x 13 feet and 6 inches thick for back-up power. - Seven (7) secured parking spaces for Government cars with electric plug-ins. - Parking for 75 employees and additional visitors and handicapped onsite or within a 2 block area of building. - IHS prefers inside structured parking but if not available fenced surface parking could be acceptable. - A minimum ceiling height of 9 feet throughout the space. - A fully sprinklered building is preferred, but the IHS space requires sprinklers. Specific requirements for the BIA: - 12,738 – 14,078 ABOA SF of office and 4,465 – 4,935 ABOA SF of warehouse usable square office space with contiguous space on no more than two (2) floors. - Warehouse space must be heated, have a bathroom and shower, and be capable of housing equipment and vehicles. - BIA requires 60 total parking spaces – 60 surface spaces either on site or within a 2 block radius of the offered building. This does not include required on-site visitor and handicap parking. Additional requirements for both agencies: - The Government is seeking a fully serviced lease. - Subleases will not be considered. - The Government requires access to the building 24 hours per day, 7 days per week, and 365 days per year. - Offered space shall be modern office space and be located in a new or modern office building that projects a professional and aesthetically pleasing appearance. - Offered space must be of sound and substantial construction and must meet Government requirements for Fire and Life Safety Handicapped Accessibility, OSHA, seismic protection, and Sustainability set forth in the Request for Lease Proposal (RLP). - Offered space shall not be in the 100 or 500 year flood plain. Interested parties must provide the name of the building, address, location of available space, rentable square feet offered, ABOA square feet offered, and contact information of authorized representative. Expressions of interest must be submitted in writing and should include the following information (This is not an invitation for bids or a request for proposals): Building name and address Legal property description, legal evidence of ownership, recent survey, and property identification numbers (PIN) Location of space in the building and date it will be available 1/8 th inch scale drawings of space offered ANSI/BOMA defined office area/usable square feet (USF) Rentable Square Feet (RSF) offered and rental rate per square foot, specifying services, utilities, and tenant improvement allowance included Common Area Factor (CAF) used to determine the RSF Not less than 1/8 th inch = 1’-0” floor plan of the building’s lobby/points of egress Not less than 1/8 th inch = 1’-0” floor plan of the offered space indicating major appurtenances (i.e., elevators, utility closets, shafts, stairs, etc.) Exhibit demonstrating the building’s proximity to parking if not accommodated on site. Name address, telephone number, and email address of the authorized agent offering the building. In cases where an agent is representing an ownership entity, written permission to represent the owner. Representatives of building owners must include the exclusivity agreement, representation letter, listing contract or other executed agreement granting the exclusive right to represent the building owner with their response to the advertisement. 13. In cases where an agent is representing multiple ownership entities, written acknowledgement and permission to represent multiple owners for the same submission. AUTHORIZED CONTACTS: GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative Jones Lang LaSalle.
