- SOURCES SOUGHT ENGINEERING CONSULTANT SUPPORT SERVICES The Electronics Science and Technology Division ( ESTD) located at the Naval Research Laboratory (NRL) requires an expert in the design and construction of laboratory and engineering environments, air borne contaminants that impact optical and electronic device fabrication, toxic gas handling and safety issues, vibration assessment for imaging systems, and design and construction of clean rooms to act as its representative during the renovation of four (4) buildings located at the NRL. This includes all necessary project inspections and visits to sites, and critical project meetings. The representative reports to the ESTD New Building Committee (NBC), chaired by the Division Head. The renovation will consist of two projects. Project 1 (Buildings 1 & 2) and Project 2 (Buildings 3 & 4) include demolition and removal inside the existing building shell down to the concrete slabs and walls and then new installations as described in engineering and design drawings by others (total area ca. 68,000 SF). This sources sought notice seeks information and capability statements from interested vendors that will assist the Government in locating potential sources with the ability to satisfy the Government's requirement. This Sources Sought Notice is for market research and planning purposes. This is not a request for proposals (RFP) nor does it restrict the Government as to the final acquisition strategy. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses from all qualified and experienced sources is requested, including small businesses, 8(a) small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and Women-owned small businesses under North American Industry Classification System Code (NAICS) code 541330: Engineering Services are encouraged to respond to this notice. TECHNICAL AREAS - ENGINEERING CONSULTANT SUPPORT SERVICES Firms submitting a response to this Notice should provide information to support their capabilities in the technical areas listed below: •· Assist in the definition of representative requirements necessary to meet project scope, develop schedule to monitor the project using resources proportional to the level of construction, estimate of travel requirements when non-local staff are required, provide cost estimates for the proposed schedule and provide schedule for deliverables •· Recommend contractor resource allocation to meet the representative requirements and provide cost estimates on a yearly basis •· Recommend, assemble and coordinate contractor staff to meet the representative requirements •· Monitor implementation of the two projects using contractor resources •· Provide technical observation as necessary in project progress meetings or other critical project meetings •· Monitor and report on progress of the project to all stakeholders consistent with the agreed upon monitor schedule •· Present reports defining project progress and evaluations, assessment of results for project tasks, or changes in tasks, and note project problems and suggest potential solutions •· Participate in monthly progress meetings in order to take notes and facilitate communication with the COR •· Suggest change in requirements and scheduling when changes to project occurs •· Track project deliverables using appropriate tools •· Adhere to quality assurance plan SUBMISSION REQUIREMENTS All responses should be submitted via e-mail to the Contracting Officer at patricia.willis@nrl.navy.mil. This notice will close on March 27, 2015 at 5:00pm local time, Washington D.C. 1. Complete Business Name, including DUNS Number, Tax ID and CAGE Code 2. Information to support your firm's capabilities aligned to the Technical areas for Engineering Consultant Support Services as numbered above that address the company's ability to perform the services described. 6. Responses should include recent and relevant contracts (last 3-5 years), including the servicing agency, point of contact, dollar value, period of performance, and scope of the work. Required Format Submit a capabilities statement with information that addresses each of the Technical Areas for Engineering Consultant Support Services. There is a maximum page limitation of seven (7) typed pages that are single spaced using 12 inch Times New Roman font within an 8.5 by 11 inches page size. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered. Disclaimer Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a combined synopsis/solicitation maybe published. However, responses to this notice will not be considered adequate responses to the solicitation. The Government will not accept requests for meetings or briefings. Information and materials submitted in response to this notice will not be r eturned. The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this notice, the Government may issue a Request for Proposals. There is no solicitation available at this time. However, should a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this notice or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Confidentiality No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
