Description

Synopsis: THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. The Veterans Affairs (VA) National Cemetery Administration (NCA) anticipates to issue a Request for Proposal (RFP) numbered VA786A-15-R-0010. The Department of Veterans Affairs, Nationals Cemetery Administration intends to issue Request for Proposal (RFP) numbered VA786A-15-R-0010 entitled providing all labor, equipment, material and professional Architect/Engineer services necessary to provide a Slope Stabilization/Improved Site Drainage Engineering Investigative & Assessment Report; complete with investigation results and recommended engineering solution narrative, 15% design concept drawings, and Budget Estimate for each recommended engineering solution for the following 3 problem areas: 1) stabilize the failing slope, lower groundwater levels, and improve site drainage below Burial Section 2; 2) lower groundwater levels and improve site drainage below Burial Section 2A; and, 3) lower groundwater levels and improve site drainage below Burial Section 3 located at the West Virginia National Cemetery, 42 Veteran's Memorial Lane, Grafton, WV 26354. Before a SDVOSB is proposed as a potential contractor, they must be verified by VETBIZ and registered in System for Award Management (SAM) (www.sam.gov), AND Vendor Information Pages (VIP) at www.vetbiz.gov database as a "VERIFIED" SDVOSB firm, and must have a current record in the Online Representations and Certifications Application prior to submission of SF330 by close of solicitation. Failure of a proposed SDVOSB to be verified by the CVE at the time the SF330 is submitted will result in their elimination as a proposed contractor. The proposed services will be obtained by a Negotiated Firm-Fixed Price Contract. The NAICS Code for this acquisition is 541330 and the applicable Small Business Size Standard is not more than $15.0 Million average annual gross revenues for the past three fiscal years. The construction cost range for this project is between $100,000. to $250,000. The Request for Proposals (RFP) solicitation is anticipated to be issued on or about April 2, 2014. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. The Government will not pay, nor reimburse, any costs associated with responding to this request. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Contract Specialist for this procurement is Marilyn L.
