Description
The Department of the Interior, Bureau of Reclamation, Mid-Pacific Region intends to issue a Solicitation for a firm fixed-price construction contract for Trinity Power Plant Generator Rewinds. This procurement is issued on an UNRESTRICTED basis and is not set aside for small business concerns. It will be a negotiated procurement that will consider past performance, technical capabilities, and price in the award decision. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 811310 and the related small business size standard is $7.5M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $10,000,000 to $25,000,000.00. This procurement will require 100% performance and payment bonds. Work is located approximately 8 miles north of Lewiston, California, in Trinity County, at Trinity Dam. Solicitation R15PS00287 will be posted electronically via www.fedbizopps.gov on or about April 15, 2015. The date for receipt of offers will be approximately June 15, 2015. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. System for Award Management (SAM) applies to this procurement. Prospective contractors must be registered in the System for Award Management (SAM) prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be obtained via the Internet at http://www.sam.gov PRINCIPAL COMPONENTS OF WORK: The principle components of work for this procurement include the rewind of generators and furnishing appurtenant components and services. Work will be conduction during two periods of availability with one generator rewind to be completed during each period. The following sections represent the principle components work, but do not address all work items or tasks required for completion of this work. 1) Construction Services: a) Remove and dispose of existing armature windings and stator cores for two generators. Provide generator work platform for use in the generator bore. Furnish and factory test new armature windings and stator cores for two generators. Install and field test new armature windings and stator cores for two generators. b) Replace main and neutral bus inside of the air-housings. c) Replace current transformers. d) Furnish governor repair supervisor during first generating unit repair cycle to advise and assist government maintenance staff in the refurbishment of mechanical portions of the governor; the conversion and installation of the digital controller; and installation and programing of the Programmable Logic Controller (PLC). Government will install second unit. 2) Supply: a) Design and furnish new generator air coolers. b) Furnish standard governor linkage and pin replacement kits, mechanical unloaders, and hybrid digital-mechanical governor conversion kits including Programmable Logic Controller (PLC), PLC installation instructions, non-proprietary control software, and links, pins, connecting levers, cables.
