- Multi Shaker Vibration Control System This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is seeking potential sources for the manufacture and installation/training of a Multi Shaker Vibration Control System (VCS). The system will be used at the Naval Packaging, Handling, Storage and Transportation (PHST) Center test lab, NSWC IHEODTD, Detachment Picatinny (DET PICA), Picatinny Arsenal, New Jersey. The VCS shall be commercial off the shelf to the maximum extent possible. Only currently fielded and proven systems (hardware and software) will be considered. The system shall operate both electro-dynamic and servo-hydraulic shakers. The control system consists of hardware and software to generate control signals and acquire response signals that will input a specified mechanical shock or vibration profile to an item under test. The vendor will be expected to demonstrate a representative VCS at the (PHST) Center test lab, NSWC IHEODTD DET PICA, Picatinny Arsenal, New Jersey. The system shall be capable of controlling the following configurations as outlined in MIL-STD-810G Method 527 single input single output (SISO), multiple input single output (MISO), or multiple input multiple output (MIMO). These tests may use either electro-dynamic shaker(s) or a servo-hydraulic shaker(s). This VCS shall be capable of running MIMO and digital shock and vibration tests. For MIMO control: (1) The VCS must be able to control from two to 12 vibration shakers, moving in the same axis, and provide phase, coherence, and amplitude control for closed loop random and closed loop sine. (2) The VCS shall be capable of controlling two independent 6 degrees of freedom (DOF) vibration machines and provide phase, coherence, and amplitude control for closed loop random and closed loop sine. (3) The VCS shall be capable of future expansion by software only to run closed loop random on random, closed loop sine on random, and closed loop waveform replication. For MISO control: (1) The VCS shall be capable of running closed loop random, and closed loop sine. (2) The VCS shall be capable of future expansion by software only to run closed loop random on random, closed loop sine on random, and closed loop waveform replication shaker transient waveform (including shock response spectrum (SRS) and classical shock pulse testing) for single shaker testing. All interested sources shall provide the organization name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. In addition, all interested sources shall provide a summary of their company’s capabilities including: calibration processes and past experience examples of running MIMO control on 6DOF machines.
