- The Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, intends to issue a sole source Basic Ordering Agreement (BOA) to Lockheed Martin Corporation (LMC), Missiles and Fire Control Site, Archbald, PA for continued support of the Dual Mode Laser Guided Bomb (DMLBG) (GBU-12F/B) and the Laser Guided Training Round (LGTR) (BDU-59B/B). Orders will be issued, if a BOA is executed, for the procurement of spares, repairs, logistics, and engineering for DMLGB and LGTR. Anticipated efforts may include, but not be limited to, logistics and maintenance support to inspect, analyze, repair, and/or modify the DMLGB and LGTR systems; engineering and technical support to investigate fleet and engineering issues; the procurement of associated spare parts, repair parts, and special test equipment; software modifications, training, and logistics studies. The proposed action is for services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". LMC is the original designer, developer, and manufacturer of the DMLGB and LGTR systems and, as such, owns the proprietary data that is required to perform the efforts of this requirement. LMC is the only known source that possesses the knowledge of the DMLGB and LGTR, facilities, data, tooling, and experience required to successfully provide these supplies and services to complete these efforts. The Government contemplates a five year ordering period. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 3 April 2015. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
