- PRE-SOLICITATION NOTICE FOR THE MOZAMBIQUE MONITORING AND EVALAUTION MECHANISM AND SERVICES (MMEMS) SOL-656-15-000003 The US Agency for International Development (USAID) Mozambique intends to negotiate and award a Cost Plus Fixed Fee (CPFF) completion type contract for the project entitled “Mozambique Monitoring and Evaluation Mechanism and Services” (MMEMS). This program improve upon the Mission’s Monitoring and Evaluation systems based on the Agency’s guidance, policies and Mission Order requirements, with the assistance of an external M&E Contractor. Synopsis : This will ensure that learning becomes easier, faster, more useful, and more cost-effective. The overall activity goal of USAID/Mozambique's Monitoring and Evaluation Mechanism and Services (MMEMS) is to make USAID/Mozambique a more effective and adaptive development organization. Due to the relatively large number of mechanisms, partners, and correlating Mission staff, there is a need to engage a Contractor to help USAID/Mozambique staff and its affiliated implementing partners (IPs) improve the Mission’s performance planning, monitoring and reporting systems. These systems will enable USAID/Mozambique to fulfill its performance monitoring, evaluation, reporting, and dissemination requirements, and improve the overall planning, design, and management of its development activities. Since this is a Mission-wide provision of services, MMEMS will be housed and managed in the Mission’s Program Office while carrying out the following three overall objectives: 1) Improved Activity Management and Learning Capacity; 2) Improved Monitoring and Performance Data; and 3) High-Quality and Efficient Evaluation Services. Place of Performance : Headquarter office in Maputo and two field offices located each in Quelimane City and another city to be determined in Mozambique Period of Performance : A period of 5 years from the effective date of award. The preferred method of distribution of USAID procurement information is via the Internet. This Request for Proposal (RFP) and any future amendments thereto can be downloaded from http://www.fbo.gov. When the RFP is issued, offerors will have 30 calendars days to submit a proposal. It is the responsibility of the offerors to ensure that documents in their entirety have been received. USAID bears no responsibility for data error resulting from transmission or conversion processes. This is a full and open competition under which US and other organizations within Geographic Code 935 are eligible to compete. The procedures set forth in FAR Part 15 will apply.
