- The Office of Acquisition and Agreements Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole source basis with JEOL USA Inc., under the authority of 41 USC 3304 (a)(1), for maintenance of a JEOL Mass Spectrometer and corresponding Ionization source. Maintenance is required for a base period of one year with four one-year option periods. The National Institute of Standards and Technology's Surface and Materials Measurement Science Division (MMSD) develop measurement and standards to support forensic characterization of explosives and narcotics using a variety of analytical methods. NIST's ongoing work in homeland security requires sensitive instrumentation which can accurately separate and measure explosive and narcotics. A fundamental instrument utilized to fulfill the MMSD's mission is a JEOL JMS-T100LP Mass Spectrometer (Serial # MS106600049) and a corresponding Ionsense DART-OS Ionization Source (Serial # SVP00317). This instrument is routinely used to detect, identify, and measure ambient pressure (organic and inorganic) ions using methods developed at NIST. The work focuses on the development of techniques for trace explosives and narcotics detection. Basis for Sole Source: JEOL is the sole provider for service and sales in the United States and Canada for JEOL equipment. JEOL engineers have proprietary knowledge of all up-to-date service practices and techniques required to keep the instrument operating in accordance with the manufacturer's specifications. JEOL has no authorized resellers or service providers, therefore, only JEOL can supply the required service and guarantee that the maintenance and parts will be fully compatible with the equipment, and meet the original manufacturer's specifications. In addition, the instrument's software updates, service and use manuals, and schematics are proprietary to JEOL and are not available on-line. The North American Industry Classification System (NAICS) code for this acquisition is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Size standard is $20.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 4:00 p.m. Eastern Time on April 3, 2015 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
