- The Federal Aviation Administration (FAA) intends to award a single source contract to Bendixen Consulting, 1985 39th Street, Marion, IA 52302 for the purchase of Visual Procedure Check (VPC) Program License Agreement and Engineering Services. This procurement is considered to be single-source due to standardization and the proprietary nature of the requirement. The software required is proprietary to the contractor; no other company has the software rights to provide this system. The Visual Procedure Check (VPC) is a tool used to validate Aeronautical Radio, Inc. (ARINC) 424 coded instrument flight procedures. ARINC Navigation Data Base (NDB) is an industry development group that establishes the ARINC 424 specifications for international navigation data standards. This program and license agreement is required to support the National Aeronautical Navigation Services (AeroNav Services) mission of providing Instrument Flight Procedures, publishing aeronautical charts and digital products for air carrier and general aviation pilots for use throughout the United States and around the world. This procurement is considered to be single-source due to standardization and the proprietary nature of the requirement. The software required is proprietary to the contractor; no other company has the software rights to provide this system. Bendixen Consulting is the only source of the VPC Program which is a necessary component to satisfy the mission requirements of AeroNav Services. Any break in service may cause a significant impact on the NFD Quality Assurance production process which may compromise flight safety. The total cost estimate for the contract is $275,698.77. The proposed contract will be firm-fixed price for the licensing agreement and labor hour for any required engineering services. The contract will have a one-year base period, and up to four one-year option periods. Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA ™s decision to contract with a selected source via single source procedures. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A full and open competition is not available for this procurement. If your firm does not agree with the single source determination, please provide evidence of your firm's capabilities and experience in providing the above and the FAA will evaluate this accordingly. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
