- The Federal Aviation Administration (FAA), Eastern Logistics Service Area-ASO, College Park, GA, is issuing a Request for Proposal (RFP) to perform Replace or Refurbish Air Conditioning System, St. Albans, VT ARSR This requirement is solely set-aside for Pre-Existing/Qualified Contractors under the Eastern Service Area Basic Ordering Agreement (BOA). Any interested firms who are on the Eastern Service Area Basic Ordering Agreement (BOA) that would like to be considered for Award are encouraged to attend the scheduled Site Visit and submit a complete Proposal package by the solicitation close date noted below. The tiered evaluation method will be utilized for Source Selection to determine who the successful Offeror from the Eastern Service Area Basic Ordering Agreement (BOA) will be in accordance with the following : Tier I, socially and economically disadvantaged business (SEDB) that has been expressly certified by the Small Business Administration for participation in its 8(a) program; Tier II, any eligible service-disabled veteran owned small business (SDVOSB); Tier III, any eligible small business concern; Tier IV, on the basis of full and open competition from among all responsible Offerors, providing award can be made at a fair market price. Additionally, when responding to this Request for Proposal (RFP), each Offeror is required to submit a detailed cost breakdown proposal, in addition to all of the required documents outlined in the RFP. Please note that, this RFP is not to be construed as a contract or a commitment of any kind and the FAA will not pay for or be responsible for any costs associated with preparing or submitting a response to this RFP. The projected period of performance for this entire project is 120 calendar days, following issuance of Notice to Proceed. For reporting purposes, the NAICS code for this effort is 238220 - Plumbing, Heating and Air Conditioning Contractors and the small business size standard is $15.0 million average annual receipts over the past 3 fiscal years. All documents required by this RFP are due no later than 3:00 p.m. EST (Eastern Standard Time), April 14, 2015 and must be submitted to FAA Southern Region, Eastern Logistics Service Area- Atlanta, AAQ 510, 1701 Columbia Ave., College Park, GA 30337. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
